China approved the national standard GB 26572-2025 “Requirements for the restriction of the use of hazardous substances in electrical and electronic products” on August 1, 2025. This standard will come into effect on August 1, 2027, and it will replace the standard GB/T 26572-2011 “Limit requirements for restricted substances in electrical and electronic products”. This new standard brings China’s RoHS regulations closer in alignment to EU RoHS regulations.

Colombia

The Colombian Communications Regulatory Commission (CRC) issued CRC Circular No. 162 on June 18, 2025, updated the technical standards for telecommunications equipment certification in Colombia. This circular expands the scope beyond mobile phones to include fixed and satellite terminals, aligns technical requirements with new 2500 and 3500 MHz frequency bands for 4G and 5G technologies, and mandates compliance with international standards for electromagnetic radiation (SAR) and network compatibility (3GPP). The goal is to ensure safety, international compatibility, and support for Colombia's 5G infrastructure.

Hong Kong

On 29th August 2025, the Office of the Communications Authority (OFCA) released Issue 2 of HKCA 1081, the Performance Specification for Radiocommunications Apparatus Operating in the 6 GHz Band for Wireless Local Area Network (WLAN).

Key changes in the updated specification include:

  1. WLAN devices operating in the 6 GHz band are now permitted to use only the 5945 – 6425 MHz band. 5925 – 5945 MHz has now been designated as a guard band and is no longer available for use.
  2. The updated specification no longer includes provisions related to electrical safety.

New Zealand

On 1 September 2025, Radio Spectrum Management (RSM) released the Radiocommunications Regulations (Radio Standards) Notice 2025. The notice is designed to improve spectrum efficiency, foster innovation, and safeguard users against harmful interference.

Key highlights include:

  • Updating legacy standards to reflect current radio use and conditions.
  • Introducing new requirements to support emerging technologies and applications.
  • Expanding coverage to products previously outside the scope, creating a more comprehensive compliance framework.

祕魯

Peru

The National Cybersecurity Strategy 2026-2028 (ESNACIB) is the strategic framework established by Secretariat of Government and Digital Transformation (SGTD) in Peru to ensure a secure, resilient, and reliable cyberspace within the country. This initiative aims to protect critical infrastructure and digital information assets while safeguarding citizens' rights against cyber threats by fostering digital trust and aligning with global standards for a more resilient digital ecosystem.

The strategy applies to both public and private institutions, mandating compliance for public entities and encouraging private sector alignment to strengthen digital resilience across the nation.

India

印度標準局(BIS)已修訂IS 16103(第1部分):2012版本,並發布IS 16103(第1部分):2025 / IEC 62031:2018,涵蓋LED模組的安全要求。現行版本將持續有效至2026年1月21日,屆時所有許可證必須符合修訂後的標準。

The Bureau of Indian Standards (BIS) has revised IS 16103 (Part 1):2012 and issued IS 16103 (Part 1):2025 / IEC 62031:2018 covering safety requirements for LED modules. The previous version will remain valid until 21st January 2026, after which all licences must comply with the revised standard.

Some of the key changes are summarized below:

  • New definitions for replaceable, non-replaceable, and non-user replaceable LED modules.
  • Revised marking rules including working voltage requirements.
  • New luminaire design requirements (working voltage and water contact).
  • Additional tests: abnormal temperature and photobiological safety.

Important Notes:

  • Existing licensees must submit updated test reports for lead models and provide undertakings for series models by 21st January 2026.
  • New applicants may apply under either standard until the deadline, provided they declare transition; after this date only IS 16103 (Part 1):2025 will be accepted

BIS also published Guidelines for the implementation of IS 16242 (Part 1):2025 /IEC 62040-1:2017 on August 21, 2025. This notification outlines the mandatory compliance changes for Uninterrupted Power Supply (UPS) and Inverter products under BIS certification. This new standard replaces IS 16242 (Part 1): 2014 / IEC 62040-1: 2008, which will be withdrawn on November 19, 2025.

The National Center for Communication Security (NCCS) of India published a notification on August 29, 2025, extending the timeline previously established on April 7, 2025, for Optical Network Terminal (ONT) and Optical Line Terminal (OLT) products to be under the Voluntary Security Certification (VSC) regime until December 31, 2025. Starting January 1, 2026, these products will be mandatorily certified for ITSAR compliance under the ComSec scheme.

沙烏地阿拉伯

Saudi Arabia

沙烏地阿拉伯標準、計量與質量組織(SASO)於2025年8月26日宣布,自2025年10月1日起,供應商在提交任何進口報關申請前,必須先取得裝運證書(Consignment Certificate)。

On 26 August 2025, the Saudi Standards, Metrology and Quality Organization (SASO) announced that, effective 1 October 2025, suppliers will be required to obtain a Consignment Certificate before submitting any customs declaration for imports.

SASO confirmed that the requirement applies to all products, regardless of whether they are subject to technical regulations. The process for obtaining the certificate will be conducted electronically through the Saber platform.

南韓

South Korea

2025年8月29日,韓國國家無線電研究院(RRA)宣布對《合格評定通知》進行部分修訂並正式實施。此次修訂旨在針對自我確認制度推行後及設備分類系統重組過程中發現的不足,澄清模糊條款,並依據政府立法部推動的行政用語優化計劃,簡化複雜用詞。

主要修訂內容如下:

A. 自我確認制度的補充

  • 建立申請識別碼的法律依據,明確複合設備中含有已認證(登記)設備的申請流程,完善及修正標籤標準及文案錯誤。

B. 合格評定設備範圍的澄清與更新

  • 補充電磁相容(EMC)相關設備定義,重新分類部分設備,並明確工業環境使用設備的排除範圍。
  • 更新一般有線廣播台的主要傳輸設備,並重新分類建築物內電信設備。

C. 用語優化與規範明確化

  • 將合格評定通知中艱澀的漢字詞、外來語及技術術語修訂為通俗易懂的語言,並明確部分條文中的模糊表述。

On August 29, 2025, South Korea RRA (National Radio Research Agency) announced the enforcement of a partial revision to the Notice on Conformity Assessment. The revision aims to address deficiencies identified following the implementation of the self-confirmation scheme and the reorganization of the equipment classification system, as well as to clarify ambiguous provisions and simplify complex terminology in accordance with the Ministry of Government Legislation’s administrative language improvement initiative.

Key Revisions as below:

A. Supplementation of the Self-Confirmation Scheme

  • Establishment of legal grounds for applying for identification codes, clarification of application procedures for composite equipment combined with certified (registered) devices, and improvement/correction of labelling standards and textual errors

B. Clarification and Updating of Equipment Subject to Conformity Assessment

  • Supplementation of definitions for equipment subject to EMC regulations, reclassification of certain equipment, and clarification of exclusions for equipment used in industrial environments
  • Updating of main transmission equipment for general cable broadcasting stations, and reclassification of in-building telecommunication equipment

C. Refinement of Terminology and Clarification of Regulations

  • Revision of difficult Sino-Korean terms, foreign words, and technical jargon in the conformity assessment notice into plain language, and clarification of vague expressions in certain provisions.

塞爾維亞

Serbia

2025年9月3日,塞爾維亞電子通信與郵政服務監管局(RATEL)宣布修訂現行無線電頻率分配計劃的新法規,該法規已於塞爾維亞共和國官方公報第76/2025號刊登。該修訂自2025年9月6日起正式生效,旨在依據《國際無線電條例》、相關條約及歐盟監管框架,對頻譜頻段管理進行戰略調整。

On September 3, 2025, the Serbia RATEL (Regulatory Authority for Electronic Communications and Postal Services) announced the adoption of a new regulation amending the existing Radio Frequency Allocation Plan, as published in the Official Gazette of RS No. 76/2025. The regulation will officially enter into force on September 6, 2025, introducing strategic changes in frequency band management in line with International Radio Regulations, relevant treaties, and the EU regulatory framework.

Key Bands Reallocated:

  • 862–880 MHz
  • 915–930 MHz
  • 930–935 MHz

Updated National Footnotes:

  • SRB38
    The 862–880 MHz and 915–930 MHz bands are formally designated for phased withdrawal of defence and emergency service use. After funding is secured, these bands will be vacated as soon as the new systems are ready for operation.
  • SRB38B
    The 930–935 MHz band is currently used by the Ministry of Defence, must be vacated either after the completion of funding and operational readiness, or by the final deadline of December 1, 2026, whichever comes first.
  • SRB38V
    In Table 1 of the Frequency Allocation Plan, “SRB38B” is added after “SRB38” in the 925-942 MHz scope.

Ukraine

  • 超低功率(VLP)設備:

    • 頻外輻射(<5935 MHz):不超過–45 dBm/MHz

此外,政府確認計劃於2030年12月31日前逐步停用3G服務。

第976號法令亦對其他頻段進行了修訂:

  • IMT服務(6425–7000 MHz)
    • 自2028年1月1日起,6425–7000 MHz頻段將分配給國際移動電信(IMT)服務。
  • 衛星通信(1980–2010 MHz / 2170–2200 MHz)

As of September 1, 2025, Ukraine officially authorizes the use of the 5945–6425 MHz frequency range for Wi-Fi 6E in accordance with Decree No. 976, published on August 13, 2025. This decree amends the national frequency allocation plan to include the 5945-6425 MHz band for Low Power Radio applications starting September 1, 2025.

Key updates are as follows:

  • Low Power Indoor (LPI) devices:
    • Up to 200 mW EIRP
    • Indoor use only
    • Out-of-Band Emissions (< 5935 MHz):  –22 dBm/MHz or less
  • Very Low Power (VLP) devices:
    • Up to 25 mW EIRP
    • Indoor & outdoor use
    • Out-of-Band Emissions (< 5935 MHz): –45 dBm/MHz or less

In addition, the government also confirms plans to phase out 3G services by December 31, 2030.

Decree No. 976 also introduces further amendments to the other radio frequency bands:

  • IMT Services (6425–7000 MHz)
    • Effective January 1, 2028, the 6425–7000 MHz band will be allocated for IMT services.
  • Satellite Communications (1980–2010 MHz / 2170–2200 MHz)
    • Effective January 1, 2028, the 1980–2010 MHz and 2170–2200 MHz bands will be allocated for Mobile Satellite Services (MSS), including integrated use with terrestrial IMT through Complementary Ground Component (CGC).
  • In-Flight and Maritime Connectivity
    • Radio spectrum usage on board aircraft and ships is governed by European Commission decisions, ensuring alignment with EU regulatory frameworks.

馬來西亞

Malaysia

馬來西亞通訊及多媒體委員會(MCMC)於2025年8月19日發布了《電視空白頻譜(TV White Space, TVWS)無線頻譜使用指南》。

此外,MCMC於2025年9月4日宣布,經批准並發布的《陸地移動無線電(Land Mobile Radio, LMR)設備技術規範(第二次修訂)》MCMC MTSFB TC T012:2025已於2025年6月26日正式發布。所有申請認證的LMR設備必須符合本次技術規範修訂中的要求。MCMC將提供6個月的寬限期,全面實施日期定於2025年12月27日。

在寬限期內,依舊按照舊版技術規範提交的新申請及續證申請,其有效期將限定為一年。自2025年12月27日起,所有新申請及續證必須完全符合修訂後的技術規範。

The Malaysian Communications and Multimedia Commission (MCMC) published Guidelines on the Use of Radio Spectrum for TV White Space (TVWS) on August 19, 2025.

MCMC also announced on September 4, 2025, that the technical code Land Mobile Radio (LMR) Equipment – Specifications (Second Revision) MCMC MTSFB TC T012:2025 had been approved and published. This updated code was officially published on June 26, 2025, and all LMR equipment that is submitted for certification must comply with the requirements outlined in this revision of the technical code. MCMC is granting a 6-month grace period, and the full implementation will begin on December 27, 2025.

New and renewal applications submitted under the previous technical code during the grace period will be limited to a validity of 1 year. After December 27, 2025, all new submissions and renewals must comply with the revised technical code.

菲律賓

Philippines

菲律賓國家電信委員會(NTC)於2025年8月2日舉行了關於停用2G及3G移動網路服務的公開諮詢,並於2025年8月28日發布了第003-09-2025號備忘錄。菲律賓計劃於2026年12月31日前完成3G服務的終止;而2G服務則將依不同時程分階段停用。NTC將另行發布關於停用具備2G及3G功能移動設備的相關指導規範。

The National Telecommunications Commission (NTC) of the Philippines previously held a public consultation on August 2, 2025, to decommission 2G and 3G mobile network services. NTC published Memorandum Circular No. 003-09-2025 on August 28, 2025. The Philippines will complete the sunset of 3G services by December 31, 2026. 2G services will be decommissioned on a different schedule. NTC will issue a separate guideline regarding the phase out of mobile devices that are 2G and 3G capable.

烏茲別克

Uzbekistan

根據第216號決議,烏茲別克於2025年10月10日正式實施一項關於低壓電氣設備安全的新技術法規。該法規由部長內閣於2025年4月9日通過,規定了運行電壓範圍為:

  • 模組A:內部生產控制
  • 模組B + C、B + D、B + E、B + F:型式檢驗與生產質量保證或產品驗證
  • 模組G:單位驗證
  • 模組H1:設計審查及全面質量保證

製造商或進口商必須依照產品類型及風險,選擇適用的合格評定程序,包含符合聲明(模組1d–6d)或認證(模組1c、3c、4c)等方式。

2025年10月10日之前發出的合格證書或合格聲明,在其有效期內仍具效力。產品在續證時必須符合新法規要求。

產品投放市場前,需準備技術文件並提交至經認可的認證機構或國家登記機關審核。

Base on Resolution No. 216, a new technical regulation on the safety of low-voltage electrical equipment will be in force in Uzbekistan on October 10, 2025. Which was adopted by the Cabinet of Ministers on April 9, 2025. This regulation establishes mandatory safety and conformity requirements for electrical and electronic equipment operating at:

  • 50–1000 V AC
  • 75–1500 V DC

It applies to a broad range of low-voltage products, excluding:

  • Explosion-proof electrical equipment
  • Elevators and elevator components
  • Electrical medical equipment
  • Electricity meters and related measuring instruments
  • Equipment designed exclusively for export

Products placed on the market must comply with the following general safety principles:

  • Electrical Safety: Protection against electric shock, short circuits, overvoltage, undervoltage, and environmental conditions.
  • Mechanical Safety: Protection against moving parts, impact, and structural failure.
  • Fire and Environmental Safety: Flame resistance, limited spread of fire, and avoidance of hazardous emissions.
  • Information and Labelling: Mandatory labelling of voltage, current, power rating, and use of clear operating instructions in the state language.

Manufacturers and importers must demonstrate product compliance using one or more of the conformity assessment modules outlined in Annex 2, including:

  • Module A: Internal production control
  • Modules B + C, B + D, B + E, B + F: Type examination + production quality assurance or product verification
  • Module G: Unit verification
  • Module H1: Full quality assurance with design examination

Manufacturers or importers must follow one of the specified conformity assessment procedures, including declaration of conformity (modules 1d–6d) or certification (modules 1c, 3c, 4c), as appropriate for the product type and risk.

Certificates or declarations of conformity issued prior to October 10, 2025 will remain valid until their stated expiration. Upon renewal, products must comply with the new regulation.

Technical documentation must be prepared and submitted to an accredited certification body or state registration body before placing the product on the market.

烏茲別克

2025年8月15日,烏茲別克斯坦部長內閣發布第517號決議,批准《限制在電氣和無線電子產品中使用某些危害物質的技術法規》。該法規將於發布後六個月生效。

此法規對在國內市場銷售的電氣及電子設備中有害物質的使用設置限制,對以下物質在均質材料中的最大濃度限制如下:

On August 15, 2025, the Cabinet of Ministers of Uzbekistan issued Resolution No. 517 to approve the Technical Regulation on the Restriction of the Use of Certain Hazardous Substances in Electrical and Radio‑Electronic Products. This regulation shall enter into force six months after its publication.

The regulation establishes restrictions on the use of hazardous substances in electrical and electronic equipment placed on the national market. The following substances are subject to restriction, with maximum concentration limits in homogeneous materials:

  • Lead (Pb): 0.1%
  • Mercury (Hg): 0.1%
  • Cadmium (Cd): 0.01%
  • Hexavalent Chromium (Cr⁶⁺): 0.1%
  • Polybrominated Biphenyls (PBB): 0.1%
  • Polybrominated Diphenyl Ethers (PBDE): 0.1%

The regulation applies to most electrical and electronic products, excluding:

  • Products intended exclusively for export
  • Military and defence systems
  • Medical devices and monitoring instruments (temporarily exempted)
  • Large-scale stationary industrial tools and installations
  • Vehicles for transporting passengers or goods

Manufacturers and importers must demonstrate compliance through either a Declaration of Conformity or Certification, as per the conformity assessment modules defined in Annex 2. The applicable module depends on the product’s type and risk.
