Taiwan

根據經濟部標準檢驗局(BSMI) 2025年7月會議記錄,數位攝影機及特殊攝影機 (如針孔攝影機、偽裝成筆、鬧鐘、隨身碟、遙控器、電子錶、眼鏡、打火機、充電器、行動電源、水瓶、偵煙器等裝置),除屬醫療器材或電信終端設備者外,如具影音儲存功能者,屬BSMI應施檢驗品目範圍,自2025年1月1日起,檢驗方式改為驗證登錄(RPC)或型式認可逐批檢驗,依規定須於運出廠場或輸入前完成檢驗程序。

According to BSMI meeting minutes in July, Digital cameras and specialized imaging devices (such as pinhole cameras or those disguised as pens, alarm clocks, USB drives, remote controls, electronic watches, eyeglasses, lighters, chargers, power banks, water bottles, smoke detectors, etc.), unless classified as medical equipment or telecommunications terminal devices, are subject to mandatory inspection by BSMI if they have audio or video recording capabilities.

Effective January 1, 2025, the inspection method will be changed to either Registration of Product Certification (RPC) or Type-Approved Batch-by-Batch Inspection. According to regulations, the inspection process must be completed prior to release from the manufacturing site or before importation.

巴拿馬

Panama

巴拿馬國家公共服務管理局(ASEP)於2025年5月5日發布第20335號決議,批准對2024年國家頻率分配計畫(PNAF)之修訂,相關變更自2025年5月19日起生效。

更新內容如下:

  1. 將5GHz頻段(2500-2690 MHz)指定用於國際移動電信(IMT),並專供行動蜂窩電話服務(服務編號106及107)。
  2. 將5GHz頻段(3300-3600 MHz)指定用於國際移動電信(IMT),並專供行動蜂窩電話服務(服務編號106及107)。
  3. 將3600-3800 MHz頻段指定用於固定無線接取(FWA)系統,並專供電信運輸服務(服務編號200),並更新PNAF第22條相關規定。

National Public Services Authority (ASEP) of Panama released Resolution No. 20335 on May 5th, 2025 to apporve the amendment to the 2024 National Frequency Allocation Plan (PNAF). These changes in effective from May 19th, 2025.

Update as below:

  1. 5GHz (2500-2690 MHz) for IMT with exclusive allocation for mobile cellular telephony (Service No. 106 and 107)
  2. 5GHz (3300-3600 MHz) for IMT with exclusive allocation for mobile cellular telephony (Service No. 106 and 107)
  3. 3600-3800MHz for the implementation of Fixed Wireless Access (FWA) systems, with exclusive allocation for Telecommunications Service No. 200 (Telecommunications Transport), and to update the provisions of Article 22 of the PNAF;
  4. 3GHz (2300-2400 MHz) for the deployment of Private Broadband Wireless Access Networks, with exclusive allocation for Telecommunications Service No. 200 (Telecommunications Transport);
  5. To designate the 900MHz, 2.4GHz, 5GHz, 24GHz and 57GHz as "Unlicensed" or "Free Use" bands;
  6. To designate the 6GHz (5925-7125 MHz) as an "Unlicensed" or "Free Use" band for indoor use only.

Brazil

巴西國家電信局(ANATEL)於2025年8月1日發布第780/2025號決議,對第715號決議關於電信產品認證流程進行修訂。主要更新內容如下:

  1. 電信網路的資料中心須強制取得認證,自2025年8月1日起生效,並要求在補充規範發布後三年內須全面遵循。
  2. 對於販售未認證產品的電商平台(如Mercado Livre、Amazon、Shopee等)需承擔連帶責任,自2025年12月4日起生效。
  3. 擴大違規行為定義,新增包含廣告宣傳、報價及存有未認證設備等活動,自2025年12月4日起生效。
  4. 針對翻新或二手產品訂定更嚴格規定,僅允許特定公共計畫產品取得認證,自2025年8月1日起生效。

ANATEL published Resolution No. 780/2025 on Aug. 1st, 2025 to introduce the changes of Resolution 715 regarding the certification process for telecom products.

Main updates as below:

  1. Mandatory Certification for data centers that are part of telecom networks. Effective from Aug. 1st, 2025, full compliance required within 3 years after complementary rules are published;
  2. Joint liability for marketplaces (e.g. Mercado Livre, Amazon, Shopee...etc) that offer non-certified products, effective from Dec. 4th, 2025;
  3. Expanded definition of violations, now including activities such as advertising, quoting and storing non-certified equipment, effective from Dec. 4th, 2025;
  4. Stricter rules for refurbished or second-hand products, which may only be certified for specific public programs, effective from Aug. 1st, 2025.

巴西

2025年8月20日,ANATEL發布第246/2025號官方信函,撤銷先前允許在Band 2頻段 (FDD: 1880-1920 MHz) 運行設備的臨時授權。 ANATEL重申,現行法規 (第773/2025號決議)規定1880-1920 MHz頻段僅用於TDD系統。由於目前尚無業者持有此頻段的FDD授權,因此無需維持認證。

簡述內容如下:

  1. 新申請:OCD無法批准或列出Band 2頻段1900MHz (FDD)。

  3. 在此頻率範圍內,只有Band 39 (TDD) 有效。

ANATEL published Official Letter No. 246/2025 on Aug. 20th, 2025 to revoke the temporary authorization that allowed the approval of equipment operating in Band 2 (FDD, 1880–1920 MHz). ANATEL reaffirmed that the current regulation (Resolution No. 773/2025) maintains the 1880–1920 MHz range exclusively for TDD systems. Since no operators hold authorizations for FDD in this band, maintaining certification is unnecessary.

Brief as below:

  1. New applications: OCDs are not able to approve or list Band 2 1900MHz (FDD).
  2. Renewals: OCDs must remove Band 2 (FDD) if it was included in past approvals.
  3. Only Band 39 (TDD) remains valid for certification in this frequency range.

印尼

Indonesia

印尼通訊及數位部(KOMDIGI) 數位基礎設施總局(DJID) 下屬的數位基礎設施服務局於2025年7月15日發布2025年第03號通函,內容關於電信設備及/或裝置技術標準符合性聲明格式變更事項。

此次變更係因應2024年第03號法規,該法規規定符合性聲明為電信設備及/或裝置認證程序中的必要文件。

通函主要重點如下:

  1. 新格式要求:自2025年8月1日起,所有認證申請須採用通函附錄一所示更新後的符合性聲明格式。
  2. 寬限期:自2025年8月31日起,未使用新格式提交的申請將予以駁回。

此項要求適用於所有符合適用法律法規所規定技術標準的電信工具及/或設備。

On 15th July 2025, The Indonesia’s Directorate of Digital Infrastructure Services, under the Directorate General of Digital Infrastructure (DJID), the Ministry of Communication and Digital (KOMDIGI), has issued a Circular Letter No. 03 of 2025 concerning Changes in the Format of Declaration of Conformity to Technical Standards for Telecommunication Equipment and/or Devices.

This change is a follow-up to the Regulation No. 03 of 2024 concerning the Certification of Telecommunications Equipment and/or Telecommunication Equipment, which mandates the Declaration of Conformity as a required document in the certification process.

Key highlights in the Circular Letter are as follows:

  1. New Format Requirement: Starting 1st August 2025, all certification applications must use the updated Declaration of Conformity format as outlined in Appendix I of the circular.
  2. Grace Period: Applications submitted after 31st August 2025 that do not use the new format will be rejected.

This requirement applies to all telecommunication tools and/or devices that meet technical standards as defined by applicable laws and regulations.

Philippines

菲律賓國家電信委員會(NTC)已發布公開聽證通知,針對擬議中的備忘錄通告進行討論,內容涉及第二代(2G)及第三代(3G)行動網路服務的退役計畫。

The National Telecommunications Commission (NTC) of the Philippines has issued a notice of public hearing on the proposed Memorandum Circular concerning the decommissioning of Second Generation (2G) and Third Generation (3G) mobile network services.

塞爾維亞

Serbia

塞爾維亞電子通訊及郵政服務監管機構(RATEL)於7月30日公告,根據《塞爾維亞官方公報》第68/24號法規,與RATEL前身機構簽訂技術檢測與測量合約的公司及法人,最遲須於2025年8月17日前取得授權。

自2025年8月18日起,無線電台的技術檢測僅限由資訊與電信部授權人員執行。未於規定期限內取得測量與檢測授權的相關人員,須於2025年8月17日前完成已啟動的無線電台技術檢測程序。

測量與檢測授權的發放指引及有效授權名單,均可於相關部門官網查詢。

On July 30, Serbia Regulatory Authority for Electronic Communications and Postal Services (RATEL) announced that According to the regulation published in the “Official Gazette of Serbia” No. 68/24, companies and legal entities that have concluded contracts with the legal predecessor of RATEL for conducting tests and measurements for technical inspections must obtain authorization no later than August 17, 2025.

Starting from August 18, 2025, the technical inspection of radio stations may only be carried out by persons authorized by the Ministry of Information and Telecommunications. Involved persons who do not obtain the appropriate authorizations for performing measurements and tests within the specified period shall be obliged to complete the initiated radio station technical inspection procedures by August 17, 2025.

The Instructions for the issuance of measurement and test authorizations, as well as a list of valid authorizations, can be found on the website of the relevant ministry.

中國

China

中國國家認證認可監督管理委員會(CNCA)制定《強制性產品認證實施規則:移動電源、鋰離子電池及電池組(試行)》(CNCA-C09-02:2025)(以下簡稱新版規則),相關要求公告如下:

  1. 新版規則自2025年8月15日起實施。原《強制性產品認證實施規則:電子產品及安全附件》(CNCA-C09-01:2023)不再適用於移動電源、鋰離子電池及電池組。
  2. 相關指定認證機構應依據新版規則及強制性產品認證通用實施規則的要求,制定相應的認證實施細則,並經CNCA備案後方可依新版規則開展認證並頒發認證證書。
  3. 已頒發且有效的強制性產品認證證書可繼續使用,證書轉換將採自然過渡方式完成,包括證書到期換證、產品變更及標準版本變更等情況。

CNCA has formulated the Implementation Rules for Compulsory Product Certification: Mobile Power Supply, Lithium-ion Battery and Battery Pack (Trial) (CNCA-C09-02:2025) (hereinafter referred to as the new version). The relevant requirements are hereby announced as follows:

  1. The new version of the rules will be implemented as of August 15, 2025. The Implementation Rules for Compulsory Product Certification Electronic Products and Safety Accessories (CNCA-C09-01: 2023) is no longer applicable to mobile power supplies, lithium-ion batteries and battery packs.
  2. Relevant designated certification bodies shall, in accordance with the requirements of the new version of the rules and the general rules for the implementation of compulsory product certification, formulate corresponding detailed rules for the implementation of certification, and only after filing with CNCA can they implement certification and issue certification certificates in accordance with the new version of the rules.
  3. The valid compulsory product certification certificate that has been issued before can continue to be used, and the conversion of certification certificate is completed by natural transition methods such as expiration replacement, product change and standard version change.

印度

India

印度標準局(BIS)發布IS 16270:2023《太陽能光伏(PV)應用的二次電池單體及電池組》國家標準的第1號修正案。本次修訂引入新的技術要求,特別針對鋰電池組,並明定遵循期限:2025年12月8日。

修正案主要變更內容如下:

  1. 擴大適用範圍: 標準現適用於所有離網太陽能光伏應用中的二次電池單體及電池組。
  2. 鋰電池組放電要求:
    • 鋰電池組須在2 It電流條件下進行放電測試。
    • 所有涉及鋰電池組的許可證持有人皆需配合執行。
  3. 電池單體測試明確化:
    • 表6中列示的測試現明確適用於電池單體。
    • 生產二次電池單體的持證者應相應調整測試程序。
  4. 細微編輯修改: 條款重新編號及印刷校正(無需採取行動)。

施行要求:

  1. 現有許可證持有人:
    截止日期:須於2025年12月8日前完成修正案要求事項的實施。
    須為許可證上的所有主型號提交由第三方實驗室出具的測試報告,其他型號須提交符合性承諾書。不合規者,將依BIS現行執法規定處理。
  2. 新申請人:
    截至截止日前已提交之申請,可不按修正案執行。
    截止日前提交的新申請,可選擇是否依修正案,但須提交合規聲明。
    截止日後,未全面遵守修正案規範者將不予核發許可證。
  3. 許可範圍變更
    適用新申請人相同規定。
    於自身合規期限或2025年12月8日前(以較早者為準),可不依修正案進行理。

本次修正案是印度提升太陽能光伏儲能系統安全性、可靠性與性能標準的重大舉措。遵守相關變更,將確保產品獲得法規認可並維持市場准入資格。

The Bureau of Indian Standards (BIS) has released Amendment No. 1 to IS 16270: 2023, the national standard covering secondary cells and batteries for solar photovoltaic (PV) applications. This update brings new technical requirements—especially for lithium batteries—and a clear compliance deadline: 8 December 2025.

Key Changes in the Amendment

  1. Expanded Scope: The standard now applies to all secondary cells and batteries used in off-grid solar PV applications.
  2. New Lithium Battery Discharge Requirement:
  • Lithium batteries must now undergo discharge testing at 0.2 It current.
  • Action required for all licensees with lithium batteries in their scope.
  1. Test Clarifications for Cells:
  • Tests listed in Table 6 now explicitly apply to cells.
  • Licensees producing secondary cells should adjust testing accordingly.
  1. Minor Editorial Changes: Clause renumbering and typographical corrections (no action required).

Implementation Requirements

  1. For Existing Licensees:
    Deadline: Implement the amendment by 8 December 2025.
    Submit third-party laboratory test reports for all lead models under your license.
    Provide an undertaking confirming compliance for all other models in your license scope.
    Non-compliance will result in action under existing BIS enforcement rules.
  2. For New Applicants:
    Applications already in process can proceed without the amendment if submitted before the deadline.
    New applications until 8 December 2025 may be processed with or without the amendment, provided a compliance declaration is submitted.
    After the deadline, no license will be issued without full compliance.
  3. For Change in Scope of Licence:
    Same rules as new applicants.
    Processing without the amendment only permitted until your own compliance date or 8 December 2025, whichever is earlier.

The amendment is part of India’s push to enhance safety, reliability, and performance standards for solar PV energy storage solutions. Complying with these changes ensures both regulatory approval and continued market access.

印度國家通信安全中心(NCCS)於2025年7月30日發布通知,涉及高度專用設備(HSE)的安全認證。對於已由電信認證機構(TEC)核發臨時符合性認證(ER證書)的HSE,申請人可透過升級至ER+ ITSAR流程並選擇臨時證書類型,以此來申請臨時安全證書。對於需同時取得ER臨時證書與ITSAR臨時證書的HSE設備,申請人可選擇ER+ITSAR新申請類別提交臨時證書申請。在兩種情況下,申請人均須向適用的ITSAR提交符合性自我聲明(SDoC)。

臨時證書有效期為兩年,或若原ER臨時證書有效期較短,則以剩餘有效期為準。

The National Center for Communication Security (NCCS) of India published a notification on July 30, 2025, regarding Security Certification for Highly Specialized Equipment (HSE). For HSE that has already had a provisional ER certificate issued by TEC, applicants may apply for provisional security certificates by upgrading the ER to an ER+ITSAR flow and selecting provisional certificate type. For HSE devices that require both ER provisional and ITSAR provisional certificates, applicants may submit under the ER+ITSAR fresh application category for provisional certificates. In both cases, applicants must submit an SDoC to the applicable ITSAR.

The validity of the provisional certificate will be 2 years, or balance validity of the ER provisional certificate if sooner.

以色列

Israel

以色列將於2025年12月31日完成第二代(2G)及第三代(3G)行動網路的最終關閉階段。此舉為國家行動通訊現代化計畫的一部分,旨在將頻譜資源重新分配至第四代(4G)及第五代(5G)服務。

製造商、進口商及經銷商必須確保其設備符合4G/5G VoLTE標準。未符合標準的裝置須進行升級或更換,以維持在以色列市場的銷售資格。

On December 31, 2025, Israel will complete the final phase of its 2G and 3G network shutdown. This initiative is part of a national plan to modernize mobile communications and reallocate spectrum resources to 4G and 5G services.

The shutdown aligns with global efforts to enhance network efficiency and connectivity. By retiring outdated networks, Israel aims to improve support for IoT applications, increase mobile broadband capacity, and strengthen emergency communication systems.

From January 1, 2026, only 4G/5G VoLTE-supported devices and M2M systems will remain operational.

Affected Devices as below:

  1. Older smartphones and mobile phones (without VoLTE)
  2. Machine-to-Machine (M2M) communication systems
  3. Smart irrigation systems
  4. Electric gates and lighting sensors

Manufacturers, importers, and distributors must ensure their equipment complies with 4G/5G VoLTE standards. Non-compliant devices must be upgraded or replaced to maintain market access in Israel.

波札那

Botswana

繼2025年7月份的通知,波札那通訊監管局(BOCRA)於2025年8月4日宣布,先前原定2025年7月25日為新型式認可管理系統部署截止日期將無限期延後。新的實施日期待確認後另行通知。在此期間,型式認可申請仍可透過現行系統繼續提交。

Further to our July 2025 newsletter, the Botswana Communications Regulatory Authority (BOCRA) announced on 4 August 2025 that the previously communicated cut-off date of 25 July 2025 for the deployment of its new Type Approval Management System has been extended indefinitely.

A new implementation date will be communicated once confirmed. In the meantime, Type Approval applications may continue to be submitted through the existing system.

On August 15, 2025, the department of Innovation, Science and Economic Development (ISED) in Canada released Notice 2025-DRS0005, which includes the publication of RSS-102.SAR.SIM and RSS-102.SAR.MEAS.

  1. RSS-102.SAR.SIM – Simulation Procedure for Assessing Specific Absorption Rate (SAR) Compliance in Accordance with RSS-102 (Issue 1):
    A simulation procedure for assessing Specific Absorption Rate (SAR) compliance in accordance with RSS-102. It sets out the computational electromagnetics simulation procedures for evaluating whether equipment operating in the 100 kHz to 6 GHz range complies with the SAR limits specified in RSS-102, Radio Frequency (RF) Exposure Compliance of Radiocommunication Apparatus (All Frequency Bands).
  2. RSS-102.SAR.MEAS – Measurement Procedure for Assessing Specific Absorption Rate (SAR) Compliance in Accordance with RSS-102 (Issue 2):
    A measurement procedure for assessing SAR compliance in accordance with RSS-102. It specifies SAR compliance requirements for all equipment operating in the 100 kHz to 6 GHz frequency band. Some provisions are also included for applying SAR measurements to evaluate compliance with the absorbed power density (APD) limits for portable devices operating in the 6 GHz band (5925–7125 MHz).

The Radio Standards Procedures list will be amended accordingly, and comments and suggestions for improving this standard and/or specification may be submitted online.

摩洛哥

Morocco

The Agence Nationale de Réglementation des Télécommunications (ANRT) has issued a press release confirming the allocation of licenses for the establishment and operation of 5G mobile networks in Morocco.

Following a successful tender process, the 700 MHz and 3400–3800 MHz frequency bands have been awarded to support the rollout and expansion of 5G services across the country.

Australia

澳洲通訊暨媒體管理局(ACMA)於2025年7月25日發布《2024-2029年五年頻譜展望報告》(Five-Year Spectrum Outlook, FYSO),闡述未來五年頻譜管理的關鍵趨勢及ACMA規劃與頻譜分配的優先方向。

On 25 July 2025, the Australian Communications and Media Authority (ACMA) released its Five-Year Spectrum Outlook (FYSO) 2024–29, outlining key trends in spectrum management and the priorities guiding ACMA’s planning and allocation activities.

The FYSO highlights several focus areas for the coming years, including:

  1. Managing spectrum licences set to expire between 2028 and 2032.
  2. Advancing spectrum planning for two bands: placing the upper 6 GHz band (6425–7125 MHz) in the preliminary replanning stage and moving the 1.9 GHz band into the implementation stage.
  3. Progressing the final two allocations in the 3.4–4.0 GHz mid-band program, supporting a broad range of use cases nationwide.
  4. Continuing the allocation of licences for mobile-satellite services (MSS) in the 1980–2005 MHz and 2170–2195 MHz bands.
  5. Expanding spectrum access for satellite communications, enabling technological and service innovation.
  6. Implementing outcomes from the World Radiocommunication Conference 2023, including new frequency allocations and service identifications.
  7. Delivering an extensive program of radio planning and allocation activities.
  8. Reviewing radiocommunications instruments scheduled to sunset.

奈及利亞

Nigeria

The Nigerian Communications Commission (NCC) has released draft regulatory guidelines for the use of the lower 6 GHz spectrum band (5.925-6.425 GHz), aimed at expanding high-speed broadband capacity and supporting next-generation wireless technologies like Wi-Fi 6/6E.

The draft framework is designed for unlicensed use, with technical, operational, and interference-management provisions to ensure safe coexistence with existing services.
