Chile

智利交通暨電信部(MTT)於2025年11月24日發布第2219號豁免決議 (Exempt Resolution 2219)。該決議旨在修正低功率(縮減範圍)設備之技術標準,該法規依據包含1977年第1762號法令、第18168號法律、2024年第36號決議、2017年第1985號豁免決議,以及2025年第737號決議。

此次修訂旨在提升QR Code標示要求的靈活性,特別針對QR Code的放置位置選擇,以及為已取得認證產品之技術資訊管理提供更彈性的作法。

  • 對已取證產品QR Code放置之替代方案:若於已認證產品外包裝標示QR Code有執行困難,新決議允許將其直接標示於設備本體,或包含在隨附產品提供的紙本文件(如使用手冊或保固卡)中。
  • 對既有產品之過渡期規定:凡於2026年2月22日前已申請認證證書 (Certificate of Certification)之設備,僅需透過QR Code連結發布其現有的認證資訊即可。

其他相關要求及生效日期(2026年2月22日)均維持不變,與今年六月發布之新知內容一致。

On Nov. 24th, 2025, Ministry of Transport and Telecommunications released exempt Resolution 2219 to amend the technical standard for reduced range equipment, established by Decree Law No. 1762 of 1977, Law No. 18168, Resolution No. 36 of 2024, exempt Resolution No. 1985 of 2017 and Resolution No. 737 of 2025.

To offer flexibility for the QR code requirement specially for the alternatives for QR code placement and the management of technical information for products already certified.

  • QR Code Placement Alternatives: If placing the QR code on the exterior packaging is not practical, the resolution now allows it to be placed directly on the equipment or included in the paper documentation (e.g., the manual or warranty) delivered with the product.
  • Transition Period for Legacy Products: Equipment for which a Certificate of Certification was requested before the February 22, 2026, deadline only needs to publish their existing certification via the QR Code hyperlink.

Other requirement and effective date (Feb. 22nd, 2026) remains the same as our newsletter stated in June.

2025年11月2日,智利正式成為拉丁美洲首個實現手機直連衛星通訊的國家。

On Nov. 26th, 2025, Chile is the first country in Latin America to connect cell phones directly to Satellites, the "Direct to Device" (D2D) technology was launched in partnership with Entel and Starlink to bring coverage to areas without signal.

This makes Chile the first country in Latin America to enable direct connection between mobile phones and Satellites, allowing signal in complex geographical areas where communication was previously impossible.

Venezuela

委內瑞拉電信管理局(CONATEL)正式推出全新認證模組- SIGESTEL(電信管理系統)。

The Comisión Nacional de Telecomunicaciones (CONATEL) of Nicaragua introduced a new certification module- SIGESTEL (Sistema de Gestión de Telecomunicaciones).

Which allows digital applications and simplified the process without paper documentation.

祕魯

Peru

秘魯交通通訊部(MTC)宣布已核准一項無需仰賴地面基礎設施,將衛星訊號直接傳輸至相容手機設備的專案,此舉將使目前缺乏4G行動網路覆蓋的地區得以實現通訊。這項技術創新倡議被稱為「手機直連(Direct-to-cell, D2C)通訊」。

本倡議依據第1599號立法法令(Legislative Decree No. 1599)推行,其目標在於促進技術創新、縮減基礎設施落差,並提升電信服務普及率。

該專案將在「受控實驗空間」(Controlled Experimental Space, CES) 內實施,為期24個月。其服務範圍涵蓋全國,並將邊境地區與偏遠農村地帶列為優先覆蓋目標。

Ministerio de Transportes y Comunicaciones (MTC)of Peru announced they have approved the implementation of a project for the direct transmission of satellite signals to compatible cell phones without the need for terrestrial infrastructure, enabling communications in area where 4G mobile coverage is currently unavailable. This technological innovation initiatives called "Direct-to-cell (D2C) Connectivity."

This initiative falls under Legislative Decree No. 1599, which aims to promote technological innovation and reduce the infrastructure gap and improve access to telecommunications services.

It will be implemented within a Controlled Experimental Space (CES) over 24 months, with national reach and priority coverage in border areas and remote rural regions.

尼加拉瓜

Nicaragua

尼加拉瓜電信暨郵政局(TELCOR)於2025年11月18日在政府公報(La Gaceta No. 215)中發布新的核准要求。

主要變更如下:

  1. 無異議證明(NOC):所有進入尼加拉瓜的產品均須取得「無異議證明」(No Objection Certificate, NOC),該證明通常與認證流程同步辦理。
  2. 豁免清單規定:TELCOR未來將發布電信設備的「官方豁免認證清單」。表列於豁免清單中的產品無需辦理型式認證 (Type Approval),但仍必須持有無異議證明(NOC)。
  3. 強制性標籤要求:電信設備須符合強制性標籤規範。

已取得認證的設備必須使用黑色標籤,且不接受QR Code或電子標籤 (E-label)。 關於字體、尺寸等詳細規範,目前正等待TELCOR發布進一步的指引。

El Instituto Nicaragüense de Telecomunicaciones y Correos (TELCOR) published new approval requirements in La Gaceta No. 215 on November 18, 2025.

Main changes as below:

  1. All products entering Nicaragua are required to obtain a No Objection Certificate (NOC), which is usually processed at the same time as the certification process;
  2. Exemption list: TELCOR will publish an official list of exemption certification for telecommunications equipment in the future; Exempt list products do not require type approval, but must hold a certificate of no objection;
  3. Mandatory labelling: mandatory labelling for telecommunications equipment. Certified devices are subject to black labels, and QR codes and electronic labels will not be accepted, we are waiting for TELCOR guidance for more details like font/sizes...etc.

摩爾多瓦

Moldova

摩爾多瓦國家電子通訊暨資訊技術監管局(ANRCETI) 於2025年10月27日宣布,已正式成立「競爭委員會」(Competition Commission),以負責監督無線電頻率使用執照的核發程序。

此次執照核發流程將適用於以下頻段:700 MHz、1500 MHz、2300 MHz、2600 MHz、3600 MHz以及26 GHz。

On October 27, 2025, Moldova’s National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announced that it has established a Competition Commission to oversee the issuance of licenses for the use of radio frequencies.

The licensing process will apply to the 700 MHz, 1500 MHz, 2300 MHz, 2600 MHz, 3600 MHz, and 26 GHz frequency bands.

尼日

Niger

尼日電信暨郵政管理局(ARCEP) 於2025年10月8日發布第 000011/ARCEP/CNRCEP/25號決議,針對終端設備及/或無線電設備之型式認證(Type Approval)程序進行修訂。

主要變更如下:

  1. 強制性實驗室測試:所有擬連接至公用電子通訊網路之終端設備,均須經過實驗室測試。
  2. 樣品與費用:申請時須提供2件完整樣品,且須支付額外的測試費用。
  3. 無線電設備抽驗:ARCEP在評估期間可視情況要求提供無線電頻率(RF) 設備樣品。
  4. 在地代理人:申請必須由持有製造商授權書(PoA)的在地代表提出。
  5. 不可移除之標籤要求:產品在進口或上市前,必須貼上不可移除之標籤。標籤內容須包含:認證證書編號、發證日期、設備型號、批號或序號,以及製造商或供應商資訊。
  6. 既有證書效力:先前已取得認證之設備,其證書在有效期屆滿前持續有效。

本新決議立即生效,不設任何寬限期。

Autorité de Régulation des Communications Électroniques et de la Poste (ARCEP) in Niger released Decision No. 000011/ARCEP/CNRCEP/25 on October 8, 2025 for terminal and/or Radio equipment type approval procedures.

Main changes as below:

  1. All terminal equipment intended for connection to public electronic communication networks must undergo laboratory testing
  2. 2 completed samples must be provided, additional testing fee will be required
  3. ARCEP may request samples for RF equipment during evaluation
  4. Application must be submitted by a local representative with manufacturer's PoA
  5. A non-removable Labelling is required before importation/marketing, must include the certificate number, date of issuance, equipment model, batch or serial number and manufacturer or supplier information.
  6. Previous certified equipment remains valid until expiration date

This new Decision is effective immediate without any grace period.

Serbia

隨著此項決議的發布,獲配頻譜的營運商現在即可在塞爾維亞境內展開5G商用服務。

On December 2, 2025, Serbia’s Regulatory Authority for Electronic Communications and Postal Services (RATEL) awarded individual licenses for the use of radio frequency spectrum to mobile operators, following a public bidding procedure.

The licensed frequency bands are as follows:

  • 694–790 MHz
  • 880–915/925–960 MHz
  • 1710–1785/1805–1880 MHz
  • 1920–1980/2110–2170 MHz
  • 2500–2690 MHz
  • 3400–3800 MHz

As a result of this decision, the licensed operators are now able to commence commercial 5G services in Serbia.

On December 3, 2025, the U.S. Federal Communications Commission (FCC) released a Notice of Proposed Rulemaking to facilitate more intensive use of the upper microwave spectrum.

The proposal addresses spectrum use in the 24 GHz, 28 GHz, upper 37 GHz, 39 GHz, 47 GHz, and 50 GHz bands.

The FCC is seeking public comments on the proposed measures, with the comment period open until January 2, 2026.

歐盟

Europe Union

歐盟委員會於 2025年12月10日啟動一項公眾諮詢,擬議廢止《無線電設備指令》(RED)下的(EU) 2022/30號授權條例(即針對網路安全之強制要求)。

此舉預計將在《網路韌性法案》(CRA)於2027年12月11日正式生效後施行。

該倡議旨在防止RED既有的網路安全規範與CRA引入的新規範之間產生監管重疊與定義歧義。公眾評論徵求期截至 2026年1月7日。

On December 10, 2025, the European Commission launched a public consultation on an initiative to repeal Delegated Regulation (EU) 2022/30 on cybersecurity under the Radio Equipment Directive, once the Cyber Resilience Act (CRA) enters into force on December 11, 2027.

The initiative aims to prevent regulatory overlap and ambiguity between the RED’s cybersecurity requirements and those introduced by the CRA.

Comments will be accepted until January 7, 2026.

歐盟委員會於2025年12月11日通過(EU) 2025/2499號執行決議,旨在修正先前關於協合標準的(EU) 2022/2191號執行決議。

此次修訂主要針對以下設備,更新適用於歐盟法規的協合標準清單:

  1. 短距離設備(Short-Range Devices, SRDs): 例如藍牙設備、Wi-Fi 產品、RFID、遙控器等。

On December 11, 2025, the European Commission adopted Commission Implementing Decision (EU) 2025/2499, amending Implementing Decision (EU) 2022/2191 on harmonized standards.

The amendment concerns short-range devices (SRDs) and mobile communication systems on board aircraft, updating the list of harmonized standards applicable under EU legislation.

南韓

South Korea

南韓國立無線電研究院(RRA)於2025年12月5日發布第2025-9號公告,宣布部分修訂「特定吸收率(SAR)量測準則」。

此次修訂旨在將國際標準納入SAR量測方法,以消除量測程序的重複性、強化人體對電磁波暴露的防護安全,並明確規範適用範圍與相關法規術語。

主要修訂重點如下:

  1. 技術標準更迭:SAR量測之詳細要求將統一依據 KS C 3350國家標準執行(即由KS C 3350取代現有的KS C 3370-1與 KS C 3370-2)。
  2. 術語與規範釐清:對法規內容與專業術語進行了更精確的定義與優化。

生效日期與過渡條款:

  1. 本修訂條例將於2026年4月1日正式生效。
  2. 於生效日前已依照舊版法規完成評估的無線設備,准予繼續適用原有的規範要求。

On December 5, 2025, the National Radio Research Agency (RRA) of Korea announced a partial revision to the Specific Absorption Rate (SAR) Measurement Criteria under Notice No. 2025-9.

This revision aims to reflect international standards in SAR measurement methods in order to eliminate redundancy in measurement procedures, enhance human safety against electromagnetic exposure, and clarify the scope of application and related terminology of the regulation.

The key revisions are as follows:

  1. The detailed requirements for SAR measurement will be applied in accordance with the KS C 3350 national standard (replacing the existing KS C 3370-1 and KS C 3370-2 with KS C 3350)
  2. Clarification and refinement of regulatory content and terminology

The revised regulation will enter into force on April 1, 2026.

Wireless equipment that was assessed in accordance with the previous regulations prior to the effective date will be permitted to continue applying the former requirements.

Singapore

新加坡消費者產品安全局(CPSO)於2025年11月10日發布通告,提醒各註冊供應商(Registered Suppliers):凡發現存在不合規事項或涉及擅自改裝之受控貨物(Controlled Goods),該產品可能會被暫停銷售或從市場強制召回。

The Consumer Product Safety Office (CPSO) of Singapore published a circular on November 10, 2025, reminding Registered Suppliers that Controlled Goods with non-compliances and unauthorized modifications may be suspended or recalled from supply.

中國

China

中國於 2025年10月28日通過《網絡安全法》修正案。此次修訂內容包含針對人工智慧(AI)等新興技術的規範更新,以及對網路運營者要求的進一步強化。該修正案將於2026年1月1日正式施行。

China amended the Cybersecurity Law on October 28, 2025, which included updates regarding emerging technologies like Artificial Intelligence (AI) and requirements for network operators. The Amendment will take effect on January 1, 2026.

印度

India

印度通訊部(MoC)於2025年11月25日發布《2025年77-81 GHz頻段短距汽車雷達系統使用(免除指配要求)規則草案》。該草案擬允許操作於 77-81GHz頻段的短距汽車雷達系統免執照運行。目前,印度僅針對76-77 GHz頻段豁免執照要求。儘管未來可能免除執照,但相關設備仍須取得型式認證(Type Approval),並符合法定通用標準(GSR)中概述的技術參數。

The Ministry of Communications (MoC) in India released the Draft Use of Short Range Automotive Radar System in the 77 to 81 GHz band (Exemption from Assignment Requirement) Rules, 2025, on November 25, 2025. These Draft Rules allow for short-range automotive radar systems that operate in the 77-81 GHz frequency band to operate license-free. Currently, only the 76-77 GHz band is exempt from licensing requirements. Equipment must still be type approved and meet required parameters outlined in the GSR.

印度國家通訊安全中心 (NCCS)於 2025年12月1日發布針對Wi-Fi 客戶端設備(Wi-Fi CPE) 以及IP路由器(IP Routers)的「印度電信安全保障要求」(ITSARs)第2.0版。

The National Center for Communication Security (NCCS) of India released Version 2.0 of Indian Telecom Security Assurance Requirements (ITSARs) for Wi-Fi CPEs and IP Routers on December 1, 2025.

印度國家通訊安全中心(NCCS)於2025年12月5日發布通知,宣布將Pro Tem(臨時)安全證書的有效期從原先的6個月延長至2年。

新政策詳細規定如下:

  1. 新核發證書:凡於 2025年12月5日後核發的Pro Tem證書,其有效期將直接設定為2年。
  2. 既有證書續期:對於即將到期的現有Pro Tem證書,若申請人提出續期申請,新證書的有效期將補足至自初次發證日起算滿2年的剩餘期限。
  3. 政策檢討:本項延長政策將在施行1年後進行重新評估。

The National Center for Communication Security (NCCS) of India published a notification on December 5, 2025, announcing the extension of validity for Pro Tem certificates from 6 months to 2 years.

  1. Pro Tem certificates issued after December 5, 2025 will have a 2-year validity, and
  2. existing Pro Tem certificates set to expire will be issued a validity of the remaining period of 2 years from the date of the first issue of the Pro Tem certificate if the applicants apply for renewal.
  3. This policy will be reassessed after 1 year.

印尼

Indonesia

印尼通訊暨數位部(Komdigi)轄下的數位基礎設施總局(DJID)於2025年11月7日發布第 469/2025號部長決議(KEPMEN KOMDIGI Nomor 469 Tahun 2025)。

該決議包含以下重點:

  1. 強制性技術標準清單:列出必須符合技術標準的電信設備及/或裝置清單。
  2. 進口申報 (PIB) 新格式:針對具備電信功能的裝置,在填寫進口貨物通知書 (PIB) 以及使用 CEISA 4.0系統門戶時,新增了額外的規格欄位要求。
  3. 廣泛合規要求:所有的電信裝置與設備,以及具備電信功能(Telecommunications features)的非電信裝置,即使未被列入第469/2025號清單中,仍必須符合相關技術標準。

Direktorat Jenderal Infrastruktur Digital (DJID) of Kementerian Komunikasi dan Digital (Komdigi) in Indonesia published KEPMEN KOMDIGI Nomor 469 Tahun 2025 on November 7, 2025.

  1. This Decision includes the List of Telecommunications Equipment and/or Devices that Must Meet Technical Standards.
  2. The Decision also includes a new format for Import Goods Notification (PIB), which features additional specifications for devices with telecommunications capabilities when filling out the PIB and the CEISA 4.0 portal.
  3. Telecommunications devices and equipment, as well as devices and equipment with telecommunications features, must comply with technical standards even if they are not listed in KEPMEN KOMDIGI No. 469/2025.

印尼通訊暨數位部(Komdigi)轄下的數位基礎設施總局(DJID)已完成對第352/2024號部長決議的修訂。

其決議規範以「長期演進技術(LTE)」與「國際行動通訊技術標準—2020(IMT-2020 / 5G)」為基礎的電信設備及行動通訊裝置之技術標準。

Direktorat Jenderal Infrastruktur Digital (DJID) of Kementerian Komunikasi dan Digital (Komdigi) in Indonesia revised KM Komdigi No. 352/2024, Technical Standards for

Telecommunications Devices and/or Mobile Telecommunications Devices Based on the Long-Term Evolution Technology Standard and the International Mobile Telecommunications Technology Standard – 2020.

越南

Vietnam

越南科學技術部(MST)於2025年10月27日發布第 3369/QD-BKHCN號決議,旨在推動「2026-2030年期間越南推廣、部署及全面轉換至IPv6-only(純IPv6環境)」的計畫。

目前針對此功能的強制性認證(Certification)尚未有具體執行計畫。

The Ministry of Science and Technology (MST) of Vietnam published Decision No. 3369/QD-BKHCN on October 27, 2025, Promulgating the Program to promote, deploy and convert IPv6 only for Vietnam in the period 2026-2030.

There is no specific plan for certification of this function at this time.

越南通訊傳媒部 (BTTTT) 於 2024 年 12 月 31 日發布了 QCVN 135:2024/BTTTT。這是針對使用網際網路通訊協定(IP)之監控攝影機所制定的國家技術規範,聚焦於基礎網路安全要求。

該標準等同於歐盟的 ETSI TS 103 701 V1.1.1且2026年1月1日起,所有進口的IP攝影機必須取得符合新標準QCVN 135:2024/BTTTT的當地測試報告。自2026年2月15日起:正式應用於型式認證(Type Approval)與符合性聲明(DoC)。

但截至目前為止,官方尚未發布關於此型式認證與DoC流程的具體行政指令或指導文件。

The Ministry of Science and Technology (MST) of Vietnam published QCVN 135:2024/BTTTT, the National technical regulation for Surveillance Camera using Internet Protocol (IP) – baseline cybersecurity requirements, on December 31, 2024.

The local standard is equivalent to ETSI TS 103 701 V1.1.1 and starting January 1, 2026, all imported IP cameras must get local reports for the new standard QCVN 135:2024/BTTTT. Starting February 15, 2026, QCVN 135:2024/BTTTT will be applied in testing, type approval certification and declaration of conformity in Vietnam.

No regulation or guidance documents have been published regarding type approval certification and DoC yet.

香港

Hong Kong

香港通訊事務管理局辦公室(OFCA)於2025年12月16日宣布,通訊事務管理局(CA)已決定給予事前同意,核准中國移動香港有限公司(CMHK)於2026年6月23日起停止提供第二代行動通訊(2G)服務。

通訊局在考慮各項相關因素後,根據 CMHK「傳送者綜合牌照」特別條件第10.4條批准了該申請。

考量因素包括:

  1. 受影響客戶比例極低:包括 2G 預付卡用戶、仍使用 2G 手機/設備連接網路者,以及使用不支援 VoLTE 功能設備之用戶。
  2. 配套支援服務:CMHK 已承諾為受影響客戶提供支援,例如升級服務計劃或更換手機的優惠。對於選擇不續約或不更換設備的客戶,CMHK 將做出合理的服務終止安排,並提供充足的提前通知與客戶支援。
  3. 服務品質要求:通訊局要求 CMHK 在正式終止日前,必須維持滿意的 2G 服務品質。

香港2G時代的終結,CMHK是香港最後一家關閉2G網路的營運商。隨著各家業者分階段關閉網路,2026年6月23日將標誌著香港2G時代的正式結束。

The Office of the Communications Authority (OFCA) announced on 16 December 2025, the Communications Authority (CA)'s decision to grant prior consent to China Mobile Hong Kong Company Limited (CMHK) for its application to cease the provision of second generation mobile (2G) services on 23 June 2026.

Having considered various relevant factors, CA approved the application pursuant to Special Condition 10.4 of CMHK's Unified Carrier Licence.

  1. These include the very low proportion of customers affected (including customers of 2G pre-paid services, those who are still using 2G handsets/devices for connection to CMHK's network and those using handsets/devices that do not support VoLTE1 function), and
  2. CMHK's provision of support services for the affected customers such as offers to upgrade service plans or to replace handsets/devices. For customers who choose not to continue the service or not to replace their handsets/devices, CMHK will make reasonable service termination arrangements and provide them with sufficient advance notification and customer service support.
  3. Moreover, CA has required CMHK to maintain satisfactory 2G services until the scheduled service cessation date.

CMHK is the last operator to shut down its 2G mobile network and will cease the provision of its 2G services on 23 June 2026. Affected customers may refer to the relevant press release issued by CMHK today or contact the company for details of the arrangements.

After the phased shutdown of 2G mobile networks by individual mobile network operators, 23 June 2026 will mark the end of the 2G era in Hong Kong.
