Superintendencia de Telecomunicaciones (SUTEL) in Costa Rica published Resolución RCS-216-2024 on November 22, 2024. This resolution updated the approval procedure for mobile telecommunications terminals which testing protocols for 5G Standalone (SA) and Voice over LTE (VoLTE) technologies. There is no change for testing protocols of 2G, 3G, and 4G.

日本總務省(Ministry of Internal Affairs and Communications,簡稱 MIC)於 2025 年 10 月 11 日就一項《無線電法施行規則》部分修正草案公開徵求意見,該修正旨在引入 26 GHz 頻段之 5G 服務。

此項修正案的目的是制定在此毫米波頻段部署 5G 所需的技術與運作要求。有意見者可於 2025 年 11 月 10 日前,透過日本政府官方電子政務入口網站提交意見。

On October 11, 2025, Japan’s Ministry of Internal Affairs and Communications (MIC) opened a public consultation on a draft ministerial ordinance to partially amend the Radio Act Enforcement Regulations for the introduction of 5 G services in the 26 GHz frequency band.

The proposed amendment aims to establish the technical and operational requirements necessary for 5 G deployment in this millimetre-wave band. Interested parties may submit comments through Japan’s official e-Government portal by November 10, 2025.

摩爾多瓦

Moldova

2025 年 8 月 28 日,繼 2025 年 6 月 18 日通過修正草案後,摩爾多瓦共和國政府於《官方公報》上公布了《第 235/2011 號認可與合格評定法》之修正內容。

修訂後的第 31 條正式承認由歐盟指定機構(EU-notified bodies)所進行的合格評定結果。依據該修正規定,凡在歐盟完成合格評定程序、符合相關歐盟指令要求,並加貼 CE 標誌及附有歐盟符合性聲明(EU Declaration of Conformity, DoC)的無線電設備、電氣與電子產品,將可在摩爾多瓦境內獲得認可,無需再進行額外的合格評定程序。

本次修正案將於 2026 年 2 月 28 日正式生效。

On August 28, 2025, following the draft amendment approved on June 18, 2025, the Government of the Republic of Moldova published the amendments to Law No. 235/2011 on Accreditation and Conformity Assessment in the Official Journal.

The revised Article 31 establishes the official recognition of conformity assessments conducted by EU-notified bodies. Accordingly, radio equipment, electrical, and electronic devices that have undergone conformity assessment procedures in the EU, comply with the relevant EU directives, and bear the CE Mark along with an EU Declaration of Conformity (DoC) will be accepted in Moldova without requiring additional conformity assessment procedures.

The amendments will enter into force on February 28, 2026.

2025 年 10 月 20 日,加拿大創新、科學及經濟發展部(Innovation, Science and Economic Development Canada,簡稱 ISED)發布公告編號 2025-DRS0007,題為《關於特定吸收率(SAR)評估之測試減免指導原則》(Guidance on Test Reduction for Specific Absorption Rate (SAR) Assessment)。

該公告釐清了 ISED 針對 RSS-102.SAR.MEAS 第 5.1 節中有關肢體(extremity)及四肢(limb)SAR 評估適用之測試減免政策。

根據本指導原則,若設備已針對 1 g 體部 SAR 於 5 mm 或更小距離下完成測試,則可選擇不再進行 0 mm 距離下的 10 g 肢體或四肢 SAR 額外測試,但須符合以下條件:

  • 操作頻率低於 6 GHz;
  • 身體與肢體/四肢使用情境所適用之功率水平與調校容差(tune-up tolerance)相同。

在適用測試減免時,射頻暴露技術報告(RF exposure technical brief)必須證明符合上述要求。

然而,下列情況不適用於肢體/四肢 SAR 測試減免:

  • 於貼近頭部語音通話時的手部暴露(依據 RSS-102.SAR.MEAS 第 5.10 節);
  • 操作頻率超過 6 GHz 且需符合吸收功率密度(APD)限制的暴露情況。

On October 20, 2025, Innovation, Science and Economic Development Canada (ISED) published Notice 2025-DRS0007, titled Guidance on Test Reduction for Specific Absorption Rate (SAR) Assessment.

This notice clarifies ISED’s position on applying test reductions for extremity and limb SAR assessments under section 5.1 of RSS-102.SAR.MEAS.

Under this guidance, if a device has been tested at 5 mm or less for 1 g body SAR, additional testing at 0 mm for 10 g extremity or limb SAR is optional, provided that:

  • the operating frequencies are below 6 GHz
  • the same power levels and tune-up tolerances apply for both body and extremity/limb use cases.

The RF exposure technical brief must demonstrate compliance with these requirements when applying the test reduction.

However, the extremity/limb SAR test reduction does not apply to:

  • hand exposure during next-to-head voice calls (as per section 5.10 of RSS-102.SAR.MEAS), or
  • exposures above 6 GHz subject to absorbed power density (APD) limits.

南韓

South Korea

2025 年 10 月 20 日,韓國國家無線電研究院(National Radio Research Agency,簡稱 RRA)宣布對《電磁相容性(EMC)標準》進行部分修訂。此次修訂旨在加強月台門(Platform Screen Door,PSD)雷射或光達(LiDAR)感測器的寬頻輻射抗擾度,以防止因寬頻 5G 行動訊號造成感測器故障之事件,提升公共安全。

主要修訂內容如下:

  • 新增要求:在多媒體設備 EMC 標準中(附件 12,第 2(a) 項),於外殼埠抗擾度標準中增加「寬頻輻射射頻電磁場抗擾度」(broadband radiated RF electromagnetic field immunity)之要求。
  • 生效日期與相關公告修訂:明確規定生效日期,並修訂相關附則條文(附則第 1 條與第 2 條)。

凡對本次修訂有意見之機構、團體或個人,均可於 2025 年 12 月 19 日前向 RRA 提交意見。

On October 20, 2025, the National Radio Research Agency (RRA) of Korea announced a partial amendment to the Electromagnetic Compatibility (EMC) Standards.

This revision aims to enhance the broadband radiated immunity of platform screen door (PSD) laser or LiDAR sensors as a public safety measure, following incidents of sensor malfunction caused by broadband 5G mobile signals.

Key amendments are as follows:

  • Addition of the “broadband radiated RF electromagnetic field immunity” requirement to enclosure port immunity criteria under the EMC Standards for Multimedia Equipment (Annex 12, Item 2(a)).
  • Specification of the effective date and the amendments to related notices (Addenda Articles 1 and 2).

Organizations, associations, or individuals with comments on this amendment may submit their opinions to the RRA by December 19, 2025.

巴西國家電信局(Agência Nacional de Telecomunicações,簡稱 ANATEL)於 2025 年 10 月 8 日發布第 14158 號法令(Act No. 14158),對原第 237/2022 號及第 14448/2017 號《無線電頻率設備技術要求》進行多項修訂。本法令將自 2026 年 4 月 6 日起強制實施。

主要修訂內容如下:

一、車載雷達系統(Vehicle Radar System, radar veicular)新定義
新增第 3.1.49 項定義如下:
「車載雷達系統(Vehicle radar system,vehicle radar):指安裝於陸上或水上運輸工具之雷達,包括汽車、卡車、機車、火車、拖拉機、船舶、艦艇,或任何用於運輸人員或物品的可移動陸上或水上平台。」

二、無線音訊系統(Wireless Audio Systems:麥克風、耳內監聽系統 IEM、專業影音製作設備 PMSE
新增第 20.2 項,規範數位多通道無線音訊系統之功率限制與測試條件,並參考標準 ETSI EN 300 422-1 V2.2.1 (2021-11)
用於麥克風、耳內監聽器及其他音訊傳輸應用的多通道寬頻數位無線音訊傳輸系統應符合 XVI-A 及其後續條文所載之相關要求。

三、雷達系統(Radar Systems76–81 GHz 及以上頻段,第 9.8 與第 9.5 項)
本次修訂新增條文,針對車載雷達及機場相關雷達之使用作出明確規範:

  • 明確允許雷達於機場區域及地面飛機上運作;
  • 車載雷達(76–81 GHz)仍受其既有之特定技術限制。

四、新增頻段章節:116–246 GHz(第 25 節)
新增第 25 節,規範運作於 116–123 GHz174.8–182 GHz185–190 GHz244–246 GHz 頻段之系統。
主要內容如下:

  • 定義等效全向輻射功率(EIRP)限制:平均值 40 dBm/峰值 43 dBm;固定式戶外點對點(P2P)連結最高可達 82/85 dBm;
  • 規定量測頻寬(RBW = 100 kHz),且在 40 GHz 以上頻段,雜散輻射不得超過 90 pW/cm²(於 3 公尺距離測量)
  • 明定禁止於飛機或衛星上使用上述頻段。

五、Wi-Fi 5GHz 頻段修訂(第 11.1.111.1.211.1.3 11.1.4 項)
釐清功率與輻射限制,新增子項,並使巴西相關規範與 ETSIFCC 要求接軌。

六、57–71 GHz 設備(第 8 條,第 17 項)
頻段範圍由 57–64 GHz 擴展至 57–71 GHz,並更新針對場干擾感測器 (FDS, Field Disturbance Sensors) 及其他設備之相關規範。

七、Wi-Fi 6GHz 測試程序更新(第 18 條,修訂 Act 237/2022 之第 1515.115.215.3 項)
針對運作於 5925–7125 MHz 頻段之系統,測試程序須依循 FCC KDB 789033 D02(參考文件 3.15 之第 II.A 至 II.G 節。

5850–5925 MHzV2X)頻段 仍限於汽車通訊應用。

評估運作於 5925–7125 MHz 頻段之設備媒體存取共享系統時,其測試程序應依 FCC KDB 987594 D02(參考文件 3.16 第 I 節競爭式協定(CBP, Contention Based Protocol)之相關規定執行。

Brazil National Telecommunications Agency ANATEL released Act No. 14158 on Oct. 8th, 2025 to introduces several updates to the Technical Requirements for Radio Frequency Devices originally 237/2022 and 14448/2017. This new Act will be mandatory from April 6th, 2026.

Main updates as below:

I. New definition for "Vehicle Radar System (radar veicular)"
A new definition (item 3.1.49) has been added:
"Vehicle radar system (vehicle radar): radar installed in land or water transport vehicles, such as automobiles, trucks, motorcycles, trains, tractors, boats, ships or any mobile land or water platform for the purpose of transporting something or someone."

II. Wireless Audio Systems (microphones, IEMs, PMSE):
A new item (20.2) defines power limits and test conditions for digital mutichannel wireless audio systems, referencing ETSI EN 300 422-1 V2.2.1 (2021-11).
Multichannel wideband wireless digital audio transmission systems for microphone, in-ear monitor and other audio transmission applications shall meet the requirements set forth in Table XVI-A and the following subitems.

III. Radar Systems (76-81 GHz and above, items 9.8 and 9.5)
New provisions regulate the use of vehicle radars and airport-related radars:

  • Operation of radars in airport areas and on-ground aircraft is now explicitly allowed;
  • Vehicle radars (76–81 GHz) remain covered by their specific technical limits.

IV. New Frequency Section- 116-246 GHz (Section 25)
A new Section 25 has been created for systems operating between 116–123 GHz, 174.8–182 GHz, 185–190 GHz, and 244–246 GHz.  

  • Defines EIRP limits (40 dBm average / 43 dBm peak; up to 82 / 85 dBm for fixed outdoor P2P links);
  • Establishes measurement bandwidth (RBW = 100 kHz) and spurious limits must not
    exceed 90 pW/cm² measured at 3m above 40 GHz;
  • Prohibits use of these bands on aircraft or satellites.

V. Revisions for the Wi-Fi 5GHz bands (items 11.1.1, 11.1.2, 11.1.3 and 11.1.4)
Clarifying power and emission limits, creating new sub-items, and aligning the Brazilian requirements with ETSI and FCC requirements.

VI. 57-71 GHz Devices (Article 8, item 17)
Expanding from 57-64 GHz to 57-71 GHz and modernizing the rules for Field Disturbance Sensors (FDS) and other devices.

VII. Updates test procedures for Wi-Fi 6GHz (Article 18- amend the text of items 15, 15.1, 15.2 and 15.3 of Act 237/2022)
For systems operating in the 5925-7125 MHz, the test procedures must follow FCC KDB 789033 D02 (Reference 3.15) Sections II. A to II. G.

For 5850-5925MHz V2X band remains restricted for automotive communications.

To evaluate the media access sharing system for equipment operating in the 5.925-7.125 MHz band, the test procedures described in item I - Contention Based Protocol of document FCC KDB 987594 D02 (reference 3.16) apply.

Australia

澳洲通訊與媒體管理局(Australian Communications and Media Authority,簡稱 ACMA)已公布其關於修訂《低干擾潛力設備(Low Interference Potential Equipment,LIPE)類別許可證》公開諮詢的結果。

經諮詢後,ACMA 將實施 2025 年《無線電通訊(低干擾潛力設備)類別許可證》(Radiocommunications (Low Interference Potential Equipment) Class Licence 2025),明訂低干擾設備的運作技術條件。新許可證將自 2025 10 1 起生效。

2025 年類別許可證的主要更新包括以下頻段及設備規範:

  • 520–694 MHz:使用無線多通道音訊系統(Wireless Multi-channel Audio Systems, WMAS)的無線音訊發射器;
  • 5925–6425 MHz:跳頻(Frequency-hopping)發射器;
  • 5150–5250 MHz:數位調變(Digital modulation)發射器;
  • 6425–6585 MHz:無線區域網路(RLAN)發射器;
  • 13.4–14 GHz 76–77 GHz:無線測距及定位(Radiodetermination)發射器。

The Australian Communications and Media Authority (ACMA) has published the outcomes of its public consultation on revising the Low Interference Potential Equipment (LIPE) Class Licence.

Following the consultation, the ACMA will proceed with implementing the Radiocommunications (Low Interference Potential Equipment) Class Licence 2025, which sets out the technical conditions for operating low-interference devices. The new licence will take effect from 1 October 2025.

Key updates under the 2025 Class Licence include provisions for:

  • Wireless audio transmitters using Wireless Multi-channel Audio Systems (WMAS) in the 520–694 MHz band
  • Frequency-hopping transmitters in the 5925–6425 MHz band
  • Digital modulation transmitters in the 5150–5250 MHz band
  • RLAN transmitters in the 6425–6585 MHz band
  • Radiodetermination transmitters in the 13.4–14 GHz and 76–77 GHz bands

2025 年 10 月 6 日,越南科學與技術部(Ministry of Science and Technology,簡稱 MoST)就擬發布的《關於數位蜂窩通信系統行動終端及其附屬設備電磁相容性(EMC)國家技術規範的通告(草案)》公開徵求意見。

草案提出了一項適用於行動資訊系統使用者設備及相關附屬設備的新 EMC 技術標準,涵蓋以下技術:

  • GSM(IMT-2000 單載波)
  • UTRA FDD(W-CDMA FDD)
  • E-UTRA、LTE(IMT-Advanced)
  • 5G NR(IMT-2020)

該新 EMC 技術標準旨在補充並最終取代現行標準 QCVN 86:2019/BTTTTQCVN 18:2022/BTTTT,具體取決於設備所使用及支援的技術。

草案通告預計自 2026 1 1 起生效,並設置過渡期如下:

1.  2026 1 1 日至 2026 12 31 日:

  • 支援 2G、3G、4G 的設備,可選擇遵循 QCVN 86:2019/BTTTT 或新 EMC 標準以進行供應商合規聲明(Supplier's Declaration of Conformity, SDoC)程序;

On 6th October 2025, the Ministry of Science and Technology (MoST) of Vietnam opened a public consultation on a draft Circular promulgating the national technical regulation on electromagnetic compatibility (EMC) for mobile terminals and ancillary equipment of digital cellular telecommunication systems.

The draft Circular proposes a new EMC technical standard applicable to user equipment in mobile information systems and related ancillary equipment operating under the following technologies:

  • GSM (IMT-2000 single carrier)
  • UTRA FDD (W-CDMA FDD)
  • E-UTRA, LTE (IMT- Advanced)
  • 5G NR (IMT-2020)

This new EMC technical standard is intended to complement and eventually replace existing standards QCVN 86:2019/BTTTT and QCVN 18:2022/BTTTT, depending on the technology or technologies used and supported.

The draft Circular is scheduled to come into effect on 1st January 2026, with a transitional period as follows:

  1. From 1st January 2026 to 31st December 2026:
  • Devices supporting 2G, 3G, 4G may comply with either QCVN 86:2019/BTTTT, or the new EMC standard for the Supplier's Declaration of Conformity (SDoC) process.
  • Devices supporting 5G NR and LTE NB-IoT may comply with either QCVN 18:2022/BTTTT, or the new EMC standard for the SDoC process.
  1. From 1st January 2027:
  • Devices supporting 2G, 3G, 4G, 5G NR and LTE NB-IoT must fully comply with the new EMC standard.

The Botswana Communications Regulatory Authority (BOCRA) has announced the launch of its new Type Approval Online System, effective 15 September 2025.

All new type approval applications must now be submitted through the online platform. In addition, applicants are required to nominate a local Repair Services Provider in Botswana as part of the approval process.

On 15 October 2025, the World Trade Organization (WTO) announced that the Egyptian Organization for Standardization and Quality (EOS) has issued the updated Egyptian Standard ES 1781/2025, titled “Safety requirements for household and similar electrical appliances – General requirements.”

This updated standard is technically identical, with modifications, to IEC 60335-1:2020.

On 26 September 2025, the Pakistan Telecommunication Authority (PTA) approved the use of Wi-Fi 7 and future Wi-Fi generations within the 6 GHz band (5925–6425 MHz).

This decision aligns with the technical parameters previously established for Wi-Fi 6E, supporting continued advancement of next-generation wireless connectivity in Pakistan.
