The new resolution is for modification purpose, to replace Resolution No. 10/2024 Article 1 as below:
The 1990-2025 MHz Frequency Band shall be allocated to the Mobile Satellite Service (Earth-to-Space)
The 2170-2200 MHz Frequency Band shall be allocated to the Mobile Satellite Service (Space-to-Earth)

白俄羅斯

Belarus

In April 2025, Belarusian President Aleksandr Lukashenko signed Decree No.139 “On the implementation of the investment project,” initiating the development of national telecommunications infrastructure based on next-generation ICT. According to the announcement, the project will be carried out under a single infrastructure operator model, enabling the deployment of a unified cellular network for both IMT-2020 (5G) and LTE (4G) technologies.

Under this initiative, a centralized 5G network will be rolled out with the integration of existing LTE infrastructure, aiming to increase nationwide coverage and service quality. The model mirrors approach seen in other Eurasian markets such as Russia and Kazakhstan, where state-supported infrastructure-sharing is used to accelerate 5G availability and reduce duplication of network resources.

The decree is expected to significantly improve mobile internet speed, coverage, and accessibility throughout Belarus, while also fostering investment efficiency by avoiding fragmented network deployment. Commercial 5G services under the unified network are anticipated to launch in stages, with pilot zones likely to be concentrated in Minsk and major urban areas.

This policy reflects Belarus’s broader digital transformation strategy, aiming to enhance national competitiveness and ensure secure, high-speed connectivity for both citizens and businesses. Full implementation is expected to be coordinated with the Ministry of Communications and Informatization and major telecom stakeholders in the country.

百慕達

Bermuda

The Regulatory Authority of Bermuda has released Bluetooth& Wi-Fi Exemptions Memo on February 14th, 2025.

This exemption is for devices that used Bluetooth and /or Wi-Fi radio frequencies only within the maximum power output listed in the memo. Outdoor use of Wi-Fi 6 and 7 is not permitted in Bermuda yet.

As a result, individual applications for Type Approval of Bluetooth and/or Wi-Fi only devices are no longer required.

Manufacturers and importers are responsible for ensuring that such equipment fully comply with all applicable technical and regulatory standards established by the following governing bodies including markings/labels for lawful operation within Bermuda:

• the Federal Communications Commission of the United States of America (FCC)
• the Canadian Standards Association International (ISED)
• the United Kingdom/European Union (ETSI)

Burkina Faso

On April 29, 2025, the Autorité de Régulation des Communications Électroniques et des Postes (ARCEP) of Burkina Faso issued Decision No. 2025-011/ARCEP/CR, establishing the categories and usage conditions for stations composed exclusively of low-power, short-range devices.

The decision formalizes the use of technologies such as Wi-Fi 6E (5945–6425 MHz) and Ultra-Wideband (UWB), both of which were authorized for use earlier in the year. The decision officially came into effect on March 21, 2025.

Hong Kong

香港通訊事務管理局辦公室(OFCA)於2025年4月28日發布新聞稿,宣布決定同意中國移動香港有限公司(CMHK)於2025年6月30日停止其3G行動服務。 CMHK須繼續提供3G服務至2025年6月30日,OFCA建議受影響的用戶考慮在此日期前升級服務或更換設備。

The Office of the Communications Authority (OFCA) in Hong Kong published a press release on April 28, 2025, announcing its decision to grant consent to China Mobile Hong Kong Limited (CMHK) to cease its 3G mobile services on June 30, 2025. CMHK is required to provide 3G services until June 30, 2025, and OFCA recommends that affected customers consider upgrading their services or replacing their devices prior to this date.

柬埔寨

Cambodia

The Telecommunication Regulator of Cambodia (TRC) has introduced a new compliance requirement affecting all Type Approval (TA) applications. Effective immediately, all companies seeking TA certification must submit a declaration identifying the importer of the products in question.

This new mandate aims to enhance transparency and regulatory accountability. According to TRC, this step is crucial as the entity requesting the TA is often not the direct importer of the devices requiring approval. In such cases, clearly identifying the actual importer helps ensure that responsibilities are correctly attributed and that regulatory obligations are met throughout the supply chain.

Key Implications:

The importer declaration is now a mandatory part of every TA application.

Failure to provide this declaration will result in the rejection of the application.

Ensuring that importer information is readily available and accurately declared will be essential to avoid delays in the approval process.

The Ministry of Transport and Communications of Peru (MTC) released Supreme Decree No. 004-2025-MTC to approve the regulations of Legislative Decree No. 1627 for promoting the deployment of public telecommunications services using 5G or higher technology. This regulation aims to promote and develop the provision of public telecommunications services using cutting-edge technology, contributing to better management, use, and exploitation of the radio spectrum, as well as to the benefit of users nationwide.

China

中華人民共和國工業與資訊化部發布2025年第66號公告,宣布廢止兩部規範性文件:
- 《工業和信息化部關於發佈40-50 GHz頻段固定業務中點對點無線接入系統頻率使用事宜的通知》(工信部無〔2013〕500號)
- 《工業和信息化部關於發佈40-50 GHz頻段移動業務中寬帶無線接入系統頻率使用事宜的通知》(工信部無〔2013〕502號)

本通知於2026年1月1日起施行,自該日起,各級無線電管理機構不再受理和審批使用40-50 GHz頻段固定業務中點對點無線接入系統、移動業務中寬帶無線接入系統設備的無線電發射設備型號核准以及新的頻率使用許可,已依法設置、使用的無線電臺可以使用至報廢為止。

The Ministry of Industry and Information Technology (MIIT) of the People's Republic of China has issued Notice No. 66 of 2025, announcing the repeal of two existing regulations:
- Regulation No. 500 (2013) on Fixed Point-to-Point Wireless Access Systems (40–50 GHz)
- Regulation No. 502 (2013) on Mobile Broadband Wireless Access Systems (40–50 GHz)
This repeal will take effect on January 1, 2026.

From that date onward, MIIT will no longer accept or approve SRRC applications for fixed or mobile broadband wireless access systems, or any radio licenses operating within the 40–50 GHz frequency band. However, existing radio stations operating in this band may continue to function until they are decommissioned.

向中華人民共和國境內提供終端設備直連衛星服務和終端設備在境內使用,僅可連接在境內合法運營的衛星通信系統。

生效日期:
本規定自2025年6月1日起施行。

On April 30, 2025, the Cyberspace Administration of China released a notification titled “Management of Terminal Equipment Directly Connected to Satellite Services.” This regulation aims to guide the healthy and orderly development of such technologies while safeguarding national security, public interest, and the legal rights of individuals and organizations.
Key provisions of the regulation include:
Scope of Application:
The regulation applies to both domestic and foreign entities that:
- Provide terminal equipment with direct satellite connection services within China
- Use such services within Chinese territory
- Manufacture, assemble, supply, or sell terminal equipment supporting direct satellite connections to domestic systems

Licensing and Compliance:
Terminal equipment that connects to China’s public telecommunications network and uses domestic radio frequencies must obtain the necessary licenses and approvals in accordance with the Telecommunications Regulations and Radio Management Regulations of the People's Republic of China.

Approved Satellite Systems Only:
Terminal equipment used within China must connect exclusively to satellite communication systems that are legally authorized to operate in the country.

Effective Date:
The regulation will come into force on June 1, 2025.

越南

Vietnam

越南科技部(MST)於2025年3月31日,發布了關於71-76 GHz和81-86 GHz頻段無線電頻道分配的第02/2025/TT-BKHCN號通函。該新通函將於2025年5月15日生效。

The Ministry of Science and Technology (MST) of Vietnam issued Circular No. 02/2025/TT-BKHCN on Radio Frequency Channel Allocation for 71-76 GHz and 81-86 GHz Bands on March 31, 2025. This new Circular will come into effect on May 15, 2025.

Indonesia

印尼通訊與數位部(Komdigi)數位基礎設施總局(DJID)於 2025 年 5 月 16 日召開會議,討論 CISPR 35 測試報告的實施情況。計畫實施日期為2025年9月1日,DJID將先進行線上調查。在CISPR 35實施之前仍可進行測試,且海外測試報告仍可用於認證流程。

Direktorat Jenderal Infrastruktur Digital (DJID) of Kementerian Komunikasi dan Digital (Komdigi) in Indonesia held a meeting on May 16, 2025 to discuss the implementation of the CISPR 35 Immunity Test Report. The planned implementation date is September 1, 2025, and DJID will conduct an online survey first. Testing is still possible prior to the implementation of CISPR 35, and overseas test reports may still be used for the certification process.

Documents submitted to DJID before the CISPR 35 implementation date are still allowed to use only CISPR 32. Test reports with the standard IEC 6100 may still be used if CISPR 35 is added to the test report. If a product cannot test for some parameters, it may be allowed if it is check and declared by a lab.

Kazakhstan

On August 13, 2024, the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan amended the national Frequency Band Allocation Table, enabling the use of the 5925–7125 MHz (6 GHz) band for unlicensed applications.

This regulatory update officially opens the 6 GHz band for Wi-Fi 6E and Wi-Fi 7, marking a significant step toward enhanced wireless connectivity and digital innovation in Kazakhstan. According to the updated plan, the 6 GHz band will be split between 5G and Wi-Fi, allowing for both high-speed mobile and next-generation wireless LAN services.

Additional changes were made to the following bands:

- 2170–2520 MHz
- 4800–5250 MHz
- 5250–5570 MHz
- 5570–6700 MHz
- 10–10.7 GHz

沙烏地阿拉伯

Saudi Arabia

自 2025 年 2 月 12 日起,沙烏地阿拉伯標準、計量和品質組織 (SASO) 和通訊、太空和技術委員會 (CST) 已正式將電信產品審批流程從 CST 系統轉換到 SASO 的 SABER 平台。

Effective February 12, 2025, the Saudi Standards, Metrology, and Quality Organization (SASO) and the Communications, Space, and Technology Commission (CST) have officially transitioned the telecommunications product approval process from CST’s system to SASO’s SABER platform.
This major regulatory change designates SABER as the central platform for managing conformity assessment and compliance for telecommunications and IT equipment.

Key updates include:
- Deactivation of CST’s approval platform for telecom product conformity assessments.
- Submission of applications exclusively through importer accounts on the SABER platform.
- Authorization of over 60 Conformity Assessment Bodies (CABs) to issue Product Certificates of Conformity (PCoC) and Shipment Certificates of Conformity (SCoC) via SABER.

To streamline compliance, SASO has introduced a dual-track system based on the product's market type:
- Consumer Products – For devices intended for direct sale to end users.
- Non-Consumer Products – For equipment not marketed directly to consumers.

This shift aims to enhance transparency, efficiency, and alignment with national quality standards in Saudi Arabia.

茅利塔尼亞

Mauritania

The L’Autorité de Régulation (ARE) of Mauritania has recently released an updated National Frequency Allocation Table (NFAT). The update is presented in two separate documents:
- One document outlines the frequency allocations across the full range from 8.3 kHz to 3000 GHz.
- The second document specifically addresses the sub-bands within this range that are allocated to military and security services.

South Korea

On April 25, 2025, the National Radio Research Agency (RRA) of Korea published Notice No. 2025-2, partially revising the “Technical Standards for Wireless Equipment of Simple Wireless Stations, Space Stations, Earth Stations, Radio Display Equipment, and Other Business Wireless Equipment.” This amendment establishes new technical standards for earth stations (user terminals) communicating with low Earth orbit (LEO) satellites operating at altitudes below 650 km in the 11–14 GHz frequency band, in preparation for the introduction of high-speed, low-latency satellite communications.

Through this revision, the following key items have been updated:
1. Specification of operational parameters such as the communication counterpart (space station) and frequencies for earth stations (user terminals)
2. Establishment of basic requirements for radio stations, including satellite tracking and transmission control
3. Definition of transmission/reception parameters for earth stations and provisions for protection against radio interference
4. Inclusion of earth stations as equipment subject to conformity assessment, along with simultaneous amendments to other related Notices to support conformity testing by designated testing laboratories

The Thai Industrial Standards Institute (TISI) has updated the following standards:
- TIS 2134-2022 Air conditioners for rooms, energy efficiency – Effective starting April 4, 2026.
- TIS 2461-2565 Hot and cold water dispensers for consumption and cold water dispensers for consumption: safety only – Effective starting October 1, 2025.
- TIS 60335 Part 2(13)-2021 Safety of household electrical appliances and similar electrical appliances Part 2(13) Particular requirements for deep-frying appliances, frying pans and other similar electrical appliances – Effective starting October 1, 2025.

On April 23rd, 2025, the Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay released Resolución Directorio N° 1035/2025, approved the use of 5925-6425 MHz frequency band for Low-Power Wireless Access systems.
