摩爾多瓦

Moldova

2025年6月18日,摩爾多瓦政府核准《認可與合格評定活動法》(第235/2011號)修正案草案,為承認歐盟公告機構根據《無線電設備指令》(RED)所出具的合格評定結果,以此建立法律依據,使得帶有CE標誌的產品無需額外獲得型式認可或國內認證。

根據新的法律架構,凡在歐盟任一成員國合法銷售並附有CE標誌的產品-包括受《無線電設備指令》(RED)規範的無線電設備-在進入摩爾多瓦市場時,將免於再次進行符合性評估程序。該項承認不受產品製造來源地的影響,其前提是產品已符合歐盟相關技術要求。

在這之前,所有此類產品均須符合摩爾多瓦的合格評定要求並加貼SM標誌。

此項修正案目前正等待國會最終核准。法案一旦於《官方公報》上公布,將於12個月後正式生效,並適用於自生效日起進入摩爾多瓦市場的CE標誌產品。

On June 18, 2025, the Moldovan government approved a draft amendment to Law No. 235/2011 on Accreditation and Conformity Assessment Activities, establishing a legal basis for recognizing conformity assessment results issued by EU Notified Bodies in accordance with the Radio Equipment Directive (RED) for CE-marked products, without requiring additional type approval or national certification.

Under the new framework, products that are legally marketed in any EU Member State and carry the CE mark—including radio equipment subject to the Radio Equipment Directive (RED)—will be exempt from further conformity assessment procedures in Moldova. This recognition applies irrespective of the product’s manufacturing origin, as long as it complies with relevant EU technical requirements. Previously, all such products were required to comply with Moldova’s conformity requirements and bear the SM mark.

The amendment is currently awaiting final approval by Parliament. Once published in the Official Journal, it will enter into force after 12 months and apply to CE-marked products placed on the Moldovan market from that date onward.

塞爾維亞

Serbia

2025年6月3日,塞爾維亞電信監管機構RATEL(電子通信管理局)宣布,啟動5G頻譜執照分配的公開拍賣程序。該機構計劃核發最多三張個別執照,執照有效期至2047年3月5日。

可供分配的頻譜頻段包括:694-790 MHz、880-915/925–960 MHz、1710-1785/1805-1880 MHz、1920-1980/2110-2170 MHz、2500-2690 MHz,以及3400-3800 MHz。

On June 3, 2025, Serbia’s telecommunications regulator RATEL announced the initiation of the procedure to launch a public auction for allocating 5G spectrum licences. The regulator plans to issue up to three individual licences valid until March 5, 2047.

The available spectrum bands include 694–790 MHz, 880–915/925–960 MHz, 1710–1785/1805–1880 MHz, 1920–1980/2110–2170 MHz, 2500–2690 MHz, and 3400–3800 MHz. RATEL will form a commission to manage the auction process, prepare the public call, and conduct a 30-day public consultation. According to RATEL in August last year, the auction for allocating 5G spectrum licences is scheduled to take place in the fourth quarter of 2025.

馬來西亞

Malaysia

馬來西亞通訊與多媒體委員會(MCMC)早前於2024年6月1日發布公告,宣布取消在3400-3700 MHz 頻段運作之固定衛星服務地面站(Fixed-Satellite Service Earth Station)及超寬頻(Ultra-Wideband, UWB)通信設備的類別指定(Class Assignment)。

自2025年6月1日起,任何設備或裝置在該頻段(3400-3700 MHz)內的使用將不再被允許。

The Malaysian Communications and Multimedia Commission (MCMC) previously issued a notice on June 1, 2024, announcing the cancellation of the Class Assignment for Fixed-Satellite Service Earth Station(s) and Ultra-Wideband (UWB) Communication Device(s) that operate in the 3400-3700 MHz frequency band. As of June 1, 2025, the usage of any equipment or devices in the 3400-3700 MHz is no longer allowed.

南韓

South Korea

2025年6月19日,韓國國家無線電研究機構(RRA)宣布正式實施《KS X 3123:無線電設備合格評定測試方法》之部分修訂內容。此次修訂旨在簡化測試程序,並針對衛星行動通信設備引入詳細測試指引,以減輕測試實驗室的負擔並降低申請過程中的混淆。

  1. 標準名稱:KS X 3123- 無線電設備合格評定測試方法
  2. 主要修訂內容(針對衛星行動通信設備):
    附錄B:簡化環境條件測試;更新設備名稱及電氣測試項目的參考資料。
    附錄X:新設詳細程序,包含一般規定及各項技術要求所對應的測試方法。

On June 19, 2025, Korea’s National Radio Research Agency (RRA) announced the enforcement of a partial revision to the KS X 3123: Conformity Assessment Test Methods for Radio Equipment. The revision aims to reduce the burden on testing laboratories and minimize confusion in application by streamlining test procedures and introducing detailed guidelines for satellite mobile communication equipment.

  1. Standard Name: KS X 3123 – Conformity Assessment Test Methods for Radio Equipment
  2. Key Revisions (Specific to Satellite Mobile Communication Equipment):
    Annex B: Simplified environmental condition tests; updated references for equipment names and electrical test items.
    Annex X: Newly established detailed procedures, including general provisions and test methods corresponding to each applicable technical requirement.

Mexico

墨西哥聯邦電信研究院(IFT)先前曾就「IFT標誌」進行公開諮詢(可參閱我們四月份的新聞)。「IFT標誌」的實際啟用日期將由原定的2025年7月1日延後至2027年7月1日。

The Institute Federal of Telecommunications of Mexico (IFT) previously held a public consultation about IFT Seal (may check our newsletter in April).
The effective date of IFT Seal use would be July 1st, 2027 instead of July 1st, 2025.

India

2025年6月2日,印度電信工程中心(TEC)發布針對具備特殊測試要求之電信設備的《MTCTE 認證標準》。依據該標準,路由器、區域網路交換器(LAN Switches)、密集波分多工設備(DWDM Equipment)、衛星通信設備以及InfiniBand交換器,必須符合特定條件,方可獲得MTCTE臨時認證證書。

The India Telecommunication Engineering Centre (TEC) published the Criteria for certification of Telecom Equipment having specialized test requirements under MTCTE on June 2, 2025. Routers, LAN Switches, DWDM Equipment, Satellite Communication Equipment, and InfiniBand Switches, must meet certain criteria in order to be issued a provisional certificate under MTCTE.

印度標準局(BIS)於2025年5月30日發布關於《IS 16333(第3部分):2022》第1號修正案實施的指導方針,其變更內容包括,自2025年9月19日起,所有手機設備須提供操作說明書,形式可為紙本或數位方式(如線上使用指南及/或包裝上的QR碼)。

The Bureau of Indian Standards (BIS) issued a Guideline on May 30, 2025, for the Implementation of Amendment No. 1 to IS 16333 (Part 3): 2022. Changes to the amendment include requiring an instruction manual in printed or digital mode (online user guide and/or QR code on the packaging) for all mobile phone handsets, beginning September 19, 2025.

China

中國國家認證監督管理委員會(CNCA)於2025年4月22日發布《電動自行車強制性產品認證實施規則》,以加強對電動自行車強制性產品認證的管理。新版《電動自行車強制性產品認證實施規則》(CNCA-C11-16: 2025)自發布日起啟用。

相關指定認證機構須依據新版規則及已發布的強制性產品認證通用實施規則的要求,制定相應的認證實施細則,並經CNCA備案後,方可依新版規則開展認證工作並頒發認證證書。

已取證比於有效期內的強制性產品認證證書可繼續使用,而證書的換證則透過標準版本變更、產品變更及證書到期換證等自然過渡方式完成。

CNCA has published the implementation rules for compulsory product certification in order to strengthen the management of compulsory product certification for electric bicycles on April 22, 2025. And now the implementation rules for compulsory product certification for electric bicycles (CNCA-C11-16: 2025) is issued, which will be implemented as of the date of promulgation.

Relevant designated certification bodies shall, according to the requirements of the new version of the rules and the published general rules for the implementation of compulsory product certification, formulate the corresponding detailed rules for the implementation of certification, and only after filing with CNCA can they implement certification and issue certificates in accordance with the new version of the rules.

The valid compulsory product certification certificate that has been issued can continue to be used, and the conversion of certification certificate is completed by natural transition methods such as standard version change, product change and expiration replacement.

坦桑尼亞

Tanzania

On 2 June 2025, the Tanzania Communications Regulatory Authority (TCRA) released an information memorandum outlining the upcoming auction of the 3600–3800 MHz radio frequency spectrum.
The memorandum provides comprehensive details on the auction process, including the spectrum blocks available for assignment, associated licensing conditions, bidder eligibility criteria, and application guidelines.

印尼

Indonesia

2025年5月27日,印尼與南韓正式實施電信設備測試實驗室互認協議(Mutual Recognition Agreement,MRA)。

此次實施基於印尼通信與數位部副部長與南韓科學技術資訊通信部副部長於2024年5月27日簽署的MRA協議,這是強化雙方在電信設備認證領域國際合作的戰略性舉措。

作為協議的後續執行,印尼已接受並批准對南韓測試實驗室的認可。印尼數位基礎設施總署署長已將這些實驗室指定為MRA方案中的外國測試中心名錄(BULN)之一。

MRA的實施帶來多項積極效益,包括雙方認可實驗室出具的測試結果報告(LHU)相互承認。因此,在南韓登記實驗室完成測試的電信設備,可直接用於印尼的認證程序,無需在當地進行重複測試,反之亦然。此舉大幅提升了企業在時間與成本上的效率。

此外,MRA也促進印尼測試實驗室的品質與能力提升。依MRA框架認可的實驗室,將持續接受各自指定主管機關的評估與監督,以確保測試結果的品質。

作為實施的一部分,使用MRA外國測試中心(BULN)出具測試結果報告(LHU)進行認證申請的服務費率,將依照認可的技術測試範圍進行調整。

On 27th May 2025, Indonesia and South Korea have officially implemented the Mutual Recognition Agreement (MRA) for telecommunication device test laboratories.

The implementation follows the signing of the MRA agreement on 27th May 2024, by the Deputy Minister of Communications and Digital of Indonesia and the Deputy Minister of Science and ICT of South Korea, which is a strategic move to enhance international cooperation in the certification of telecommunications equipment.

As a follow-up to the agreement, Indonesia has accepted and approved the recognition of South Korean testing laboratories. The Director General of Digital Infrastructure has designated these laboratories as part of the list of Foreign Testing Centers (BULN) in the MRA scheme.

The implementation of the MRA has brought a number of positive impacts, including the recognition of Test Result Reports (LHU) from laboratories that have been recognized by both countries. Thus, telecommunications devices tested in registered South Korean laboratories can be used in the certification process in Indonesia without the need for re-testing in the destination country, and vice versa. This certainly provides significant efficiency in terms of time and cost for business actors.

The MRA also encourages the improvement of the quality and capabilities of testing laboratories in Indonesia. Laboratories recognized within the MRA framework will continue to be evaluated and supervised by the Designating Authority of each country to ensure the quality of test results.

As part of the implementation, the service rate for certification applications with LHU from BULN MRA will be adjusted referring to the scope of recognized technical testing.

智利

Chile

2025年5月22日,智利電信副次秘書處(SUBTEL)發布第737號豁免決議(Resolución 737 Exenta),以修正2017年第1985號豁免決議。

自2026年2月22日起,SUBTEL將不再核發低功率設備(LPD,Low Power Devices)的認證,唯醫療通訊系統(例如 MICS)及其他醫療應用設備除外。

針對豁免設備,製造商或進口商必須取得一份測試報告,以證明其無線電發射值符合電信領域法規的一般規定,並特別符合本技術標準的要求。

此外,在每個設備包裝的外部可見位置,且不得干擾其他標籤資訊時,須印刷或黏貼一組QR碼,該QR碼需包含一個鏈接至西班牙語網站的超連結,格式與內容應符合下列規定:

  1. 設備與製造/進口商的商業資訊
    - 日期
    - 設備商業名稱
    - 製造商
    - 在智利的進口商或代表
    - 地址
    - 聯絡電子郵件
    - 官方網站
  2. 設備的技術特性
    - 產品細節:設備類型/品牌/型號/技術或調變方式/頻率/天線增益(dBi)/等效全向輻射功率(EIRP)/模組
    - 測試報告:一個可供下載PDF檔案的超連結,該檔案對應測試報告,顯示的超連結文字應與檔案名稱一致。
  3. 符合性聲明
    所列明之設備符合2017年SUBTEL所發布第1985號豁免決議所核准的《短距設備技術標準》之規定。若網站中含有多於一項設備的資訊,則必須設有搜尋功能,供消費者依據設備名稱、品牌、型號、類型或技術規格查詢各別設備資訊。
  4. QR碼需符合以下要求:
    - 設於設備包裝外部一個可見位置
    - 最小尺寸為 1 公分 x 1 公分
    - 不得含有邊框
    - 模型必須能被行動裝置讀取(例如:QR標準中的模型2)
    - QR碼圖樣的兩種顏色之對比度必須足以讓任何掃描裝置辨識
    - 邊框樣式:方形模組
    - 中心樣式:方形模組
    - 錯誤修正等級:30%

On May 22, 2025, Subsecretaría de Telecomunicaciones (SUBTEL) of Chile released Resolución 737 Exempt to modify Resolution No. 1985 exempt of 2017.

From Feb. 22nd, 2026, SUBTEL will no longer issue certificates for LPDs (Low Power Devices) with the exception of Medical Communication Systems (e.g. MICS) and other medical application devices.

For exempt equipment, the manufacturer or importer must obtain a Test Report demonstrating that the values of their radioelectric emissions comply with the provisions of the telecommunications sector regulations in general and, in particular, with this technical standard.

Likewise, in a visible location on one of the outer faces of each device's packaging and without interfering with other bands, a QR code containing a hyperlink to a Spanish-language website must be printed or affixed, with the format and content indicated in the following:

  1. Commercial information about the equipment and the manufacturer or importer in Chile:
    - Date
    - Commercial name of the equipment
    - Manufacturer
    - Importer or representative in Chile
    - Address
    - Contact email
    - Website
  2. Technical characteristics of the equipment.
    - Product details: type of equipment/ Brand/ model/ technology or modulation/ Frequencies/ Antenna Gain (dBi)/ EIRP/ Modules
    - Test Report: a hyperlink that allows you to download a PDF file corresponding to the Test Report. The anchor text displayed must correspond to the file name.
  3. Declaration of conformity: the previously individualized equipment complies with the provisions established in the Technical Standard for Reduced Range Equipment, approved by exempt resolution No. 1,985, of 2017, of the Undersecretariat of Telecommunications. If the website contains information related to more than one device, it must have a search engine which allow consumer to find specific information about each device by name, brand, model, type, or technical specifications.
  4. The QR code must meet following requirements:
    - located in a visible place on one of the outer faces of the equipment packaging
    - minimum size of 1 cm x 1 cm
    - must not have frames.
    - model must be readable by mobile devices. For example: Model 2, according to the QR standard.
    - The contrast between the two colours of the pattern that makes up the QR code must be legible for any reading device.
    - Border style: squares (modules).
    - Center style: squares (modules).
    - Correction level: 30%.
