Ente Nacional de Comunicaciones (ENACOM) in Argentina published Resolución N° 1261/2025 on October 23, 2025. Officially assigns the 17.3-17.7 GHz band for the Fixed-Satellite Service (Space-to-Earth) on a primary basis.

Manufacturers and operators planning to use this spectrum need to register and get type approved from ENACOM.

Mexico

The Secretaría de Economía (SE) of Mexico issued an Agreement on October 28, 2025, modifying the mutual recognition agreement (MRA) between Mexico and the USA on the evaluation of the conformity of telecommunications equipment. This modification includes the following Technical Regulations for which Mexico must accept test reports from test labs designated by the USA and accredited by Mexican authority:

  • Technical Provision IFT-012-2019: Technical specifications for compliance with the maximum limits for non-ionizing radioelectric emissions from telecommunications products, equipment, devices, or apparatus that may be connected to a telecommunications network and/or use the radio spectrum. Specific Absorption Rate (SAR).
  • Technical Provision IFT-016-2024: Low-power radio communication devices – devices that use radio spectrum frequency bands within the range of 30 MHz to 3 GHz – specifications, limits and test methods.
  • Technical Provision IFT-017-2023: Radiocommunication systems that use wireless access – local area radio networks – radiocommunication equipment that uses the digital modulation technique and that operates in the bands 5150-5250 MHz, 5250-5350 MHz, 5470-5600 MHz, 5650-5725 MHz, 5725-5850 MHz and 5925-6425 MHz.

The Instituto Nicaragüense de Telecomunicaciones y Correos (TELCOR) released Acuerdo Administrativo N° 004-2025 on Nov. 18th 2025 for the Regulations for the Homologation of Telecommunications Equipment. This new regulation is effective from the published date, there is no significant differences so far.

白俄羅斯

Belarus

2025 年 8 月 29 日,白俄羅斯國家標準化委員會(BELST/Gosstandart)發布第 109 號決議,對國家合格評定系統(NSCA)進行多項修訂。此次更新調整了 2017 年第 61 號決議中的核心內容,使相關術語、程序及文件效期要求與現行白俄羅斯法規及歐亞經濟聯盟(EAEU)之合格評定框架保持一致。

主要修訂內容如下:
• 修訂前言:使其結構與合格評定相關的第 437-Z 號法規保持一致。
• 術語更新:將原使用之「系統(Система)」全面改為「NSCA(НСПС)」。
• 刪除與認可(accreditation)相關的文字:以精簡整體文本。
• 更新合格文件的有效性規定:依據部長會議決議進行調整。
• 與 EAEU 立法的協同一致:反映於第 10 條的相關修訂。
• 刪除及簡化多項條文:包括刪除第 23 條,以及更新第 30、33、34 條等。

第 109 號決議已於 2025 年 10 月 17 日正式生效,現已適用修訂後的 NSCA 程序。

On August 29, 2025, BELST (Gosstandart, State Committee for Standardization of Belarus) adopted Resolution No. 109, introducing a set of amendments to the National System for Conformity Attestation (NSCA). The changes update core elements of Resolution No. 61 (2017) and bring terminology, procedures, and document validity requirements into alignment with current Belarusian legislation and EAEU conformity frameworks.

Key Amendments as below:

  • Revised preamble to align with the structure of Law No. 437-Z on conformity assessment
  • Terminology updates, replacing “System (Система)” with “NSCA (НСПС)” throughout the regulation
  • Deletion of accreditation-related wording to streamline the overall text
  • Updated validity rules for conformity documents based on resolutions of the Council of Ministers
  • Harmonization with EAEU legislation, reflected in changes to Article 10
  • Removal and simplification of several clauses, including deletion of Article 23 and updates to Articles 30, 33, and 34

Resolution No. 109 officially entered into force on October 17, 2025, and the revised NSCA procedures now apply.

    ○ CNS 62133-2(107年版)
    ○ CNS 62619(109年版或112年版)
    此外,須提交工廠查驗報告或製造商之 ISO 證書。
  2. 電池產品:

上述要求預計自2027年7月1日起強制實施。

二、具網路功能產品納入資安測試標準並調整檢驗程序

I. Revision of Inspection Requirements for Power Supply Equipment; Amendments to Inspection Standards for Power Banks and Battery Products

  1. Power bank products:
    The applicable standards will be revised from CNS 13438 (2006 edition), CNS 15364 (2013 edition), and CNS 14336-1 (2010 edition) to CNS 15598-1 (2020 edition), CNS 15936 (2016 edition), CNS 62133-2 (2018 edition), or CNS 62619 (2020 or 2023 edition).

These requirements are scheduled to become mandatory starting July 1, 2027.

II. Inclusion of Cybersecurity Testing Standards for Products with Networking Capabilities and Adjustments to Inspection Procedures

Products originally subject to Declaration of Conformity (DoC) (e.g., routers, switches) will be changed to Registration of Product Certification (RPC) or Type Approval (TA), and must include a factory inspection report or ISO 9001 certificate.

Products originally subject to RPC will now be required to submit a factory inspection report or ISO 9001 certificate, which was not previously required.

These requirements are scheduled to become mandatory starting January 1, 2028.

On November 9, 2025, Yemen’s Ministry of Telecommunications and Information Technology (MTIT) has confirmed the full resumption of certificate issuance after a temporary suspension. With operations restored, certification activities have returned to normal, and applications will be processed sequentially in the order they were submitted.

Applicants with ongoing cases or new submissions are encouraged to follow up with their project managers or consult accredited local service providers for continued support.

肯亞

Kenya

肯亞通訊管理局(CAK)已對製造商出具的授權書(LoA)或代理授權函的真實性引入更嚴格的查核措施。依據改進後的流程,CAK 將直接聯繫簽署人或出具公司,以確認每份授權文件的有效性。

為確保審查過程順利,所有授權書現須包含以下必要資訊:

  • 製造商正式信頭
  • 製造商商標
  • 正確的實體地址、郵政信箱(P.O. Box)及可接通的電話號碼(CAK 可能會致電確認)
  • 明確標示肯亞為授權目標國家
  • 授權簽署人之全名與職銜
  • 授權簽署人的簽名與正式印章
  • 簽署人或製造商的有效電子郵件地址
  • 製造商官方網站網址

凡缺少上述任一必要資訊之申請將會被退件,遭退的案件須重新提交,且依 CAK 最新審批流程規定,需再次支付 100% 全額的投件費用。

The Communications Authority of Kenya (CAK) has introduced stricter measures to verify the authenticity of Letters of Authorization (LoA) or Agency Letters issued by manufacturers.

Under the enhanced process, CAK will directly contact the signatory or issuing company to confirm the validity of each LoA. To ensure smooth processing, all LoAs must now include the following mandatory details:

  • Official manufacturer letterhea
  • Manufacturer’s logo
  • Correct physical address, P.O. Box, and an active phone number (which CAK may call for verification)
  • Explicit reference to Kenya as the target country
  • Full name and title of the authorized signatory
  • Signature and official stamp of the signatory
  • Valid email address of the signatory or manufacturer
  • Manufacturer’s official website

Applications missing any of the required information will be immediately rejected. Rejected submissions must be resubmitted and will incur 100% submission fees under the updated CAK approval process.

印度電子與資訊科技部(MeitY)於 2025 年 10 月 29 日發布公告,關於由 IS 13252: Part 1: 2010 及 IS 616:2017 過渡至 IS/IEC 62368: Part 1:2023 的標準轉移。

  • 擴增實境(AR)、虛擬實境(VR)及混合實境(MR)等擴展實境產品,需於 2026 年 5 月 1 日前遵循新標準。
  • 其他屬於 IS 13252: Part 1:2010 及 IS 616:2017 管制的產品,需於 2028 年 11 月 1 日前遵循新標準。

自 2028 年 11 月 1 日起,IS 13252: Part 1:2010 及 IS 616:2017 將正式撤銷,不再適用。

The Ministry of Electronics and information Technology (MeitY) of India published a notification on October 29, 2025, regarding the Migration to IS/IEC 62368: Part 1:2023 from IS 13252: Part 1:2010 and IS 616:2017. Extended Reality Products such as Augmented Reality, Virtual Reality, and Mixed Reality, will have a deadline of May 1, 2026 to comply with the new standard. All other products that fall under IS 13252: Part 1:2010 and IS 616:2017 will have a deadline of November 1, 2028 to comply with the new standard. Standards IS 13252: Part 1:2010 and IS 616:2017 will be withdrawn after November 1, 2028.

South Korea

2025 年 9 月 24 日,韓國技術標準院(KATS)宣布制定新的安全與標示要求,以防止電動滑板車及電動自行車的最高速度遭非法改裝。目前相關法規將這類產品的最高速度限制為 25 公里/小時,但部分非法改裝行為已使少數車輛速度高達 100 公里/小時,對騎乘者及行人造成重大風險。

新制定的標準明確禁止任何形式的速度改裝,並強制要求產品及包裝上必須顯示以下警語:

  • 任何人不得將最高速度改動到超出安全標準規定的限值。
  • 製造商、進口商及銷售商不得提供任何可改變最高速度的方法。

KATS 將依此規定加強使用者安全,並降低因非法改裝移動裝置所導致的事故發生。

2025 年 11 月 5 日,韓國科學與資訊通信技術部(MSIT)發布 第 2025-56 號通知,制定了新的技術規範,要求在廣泛的資訊通信設備中整合 USB Type-C 連接器 用於充電與資料傳輸。此次更新反映了全球提升設備互通性及減少電子廢棄物的趨勢。

新要求重點如下:

  1. 所有新 KC 認證產品必須採用 USB Type-C,在此之前已獲得認證的設備無需根據此規定進行額外評估,其認證仍然有效。
  2. 適用產品類別共 13 類資訊通信設備,包括:
    • 行動電話
    • 平板電腦
    • 數位相機
    • 耳機 / 頭戴式耳機
    • 便攜式遊戲機
    • 便攜式音響

此修訂規則自公告日起 一年後生效,製造商須於 2026 年 11 月前 使產品符合此新規範,以進行後續 KC 認證。MSIT 將每三年審查一次此技術標準,以確保持續符合市場與技術發展。

On November 5, 2025, the Ministry of Science and ICT (MSIT) issued Notification No. 2025-56, which establishes newly adopted technical criteria mandating the integration of USB Type-C connectors for charging and data transmission across a broad range of ICT equipment. The update reflects global movements toward improving device interoperability and reducing electronic waste.

Key Points of the New Requirement as below:

  1. USB Type-C mandatory for all new KC certifications, with previously certified devices remaining valid without additional assessment related to this rule
  2. Application to 13 categories of ICT devices, including:
  • Mobile phones
  • Tablets
  • Digital cameras
  • Headphones / Headsets
  • Portable game consoles
  • Portable speakers
  • E-book readers
  • Keyboards / Mouse devices
  • Portable navigation equipment
  • Earphones
  • Laptops
  1. Accepted conformity routes include:

KC SDoC for the USB Type-C component installed, or

Measurement data confirming compliance with dimensional specifications defined in Appendix 1 of the Notice, or

An IEC/EN 62680-1-3 test report demonstrating adherence to international USB-C requirements

  1. Appendix 1 outlines detailed mechanical specifications for USB Type-C receptacles, including physical dimensions and contact configuration.

The amended rule becomes applicable one year after promulgation, allowing manufacturers until November 2026 to meet the new criteria for upcoming KC certifications. MSIT will review the technical standard every three years to ensure continued alignment with market and technological developments.

On September 24, 2025, Korea’s Agency for Technology and Standards (KATS) announced the development of new safety and labelling requirements designed to prevent unauthorized modification of the maximum speed of electric scooters and electric bicycles. Current regulations limit these products to a maximum speed of 25 km/h, but illegal tuning practices have enabled some units to reach speeds of up to 100 km/h, creating significant risks for both riders and pedestrians.

The newly established standards explicitly prohibit any form of speed modification and introduce mandatory warning statements that must be displayed on the product and its packaging. These warnings include:

  • No person may alter the maximum speed beyond the limits specified in safety standards.
  • Manufacturers, importers, and sellers must not provide any method that enables modification of the maximum speed.

KATS plans to apply these requirements to strengthen user safety and reduce accidents associated with illegally modified mobility devices.

埃及國家電信監管局(NTRA)對其型式認可程序發布了重要更新。

2025 10 1 日起,僅支援 3G 技術 的設備將不再符合型式認可資格,含有此類設備的貨物亦不得放行清關。

此限制僅適用於 僅支援 3G 的產品。僅支援 2G 或任何多世代組合設備(如 2G/3G/4G、2G/3G/4G/5G 或 3G/4G/5G)仍完全符合型式認可資格,並可進口至埃及。

The National Telecom Regulatory Authority (NTRA) of Egypt has issued an important update to its type approval procedures.

Effective October 1, 2025, devices that support only 3G technology will no longer be eligible for type approval, and shipments containing such equipment will not be cleared for release.

This restriction applies solely to 3G-only products. Devices that operate on 2G only or any multi-generation combinations including 2G/3G/4G, 2G/3G/4G/5G, or 3G/4G/5G remain fully eligible for approval and import into Egypt

南非獨立通訊管理局(ICASA)已於 2025 年 11 月 10 日 發起公開諮詢,邀請各利益相關方就 《2025 年國家頻率規劃(NRFP)第二次草案》 提出意見。

NRFP 2025 擬定南非管理與分配無線電頻譜的框架,以支持關鍵通訊服務,包括廣播、行動網路及衛星系統。

The Independent Communications Authority of South Africa (ICASA) has launched a public consultation, issued on 10 November 2025, inviting stakeholders to provide input on the Second Draft National Radio Frequency Plan (NRFP) 2025.

The NRFP 2025 outlines South Africa’s proposed framework for managing and allocating radio frequency spectrum to support key communications services, including broadcasting, mobile networks, and satellite systems.

ICASA is accepting comments and recommendations until 11 December 2025. Submissions may be sent to:

越南科學技術部(MST)已發布 第 29/2025/TT-BKHCN 號通告,取代原 第 02/2024/TT-BTTTT 號通告。根據新通告,新增與更新內容如下:

  1. 工業電腦已被列入強制性產品清單,對應的 HS 編碼為 8471.41.90。
  2. 部分當地標準將於衛星與海事設備上暫停適用,截止日期為 2026 年 12 月 15 日,包括:
    • QCVN 38:2011/BTTTT
    • QCVN 39:2011/BTTTT
    • QCVN 26:2011/BTTTT
    • QCVN 28:2011/BTTTT
  3. 最多三件產品的貨物豁免條件將被取消。

第 29/2025/TT-BKHCN 號通告將自 2025 年 12 月 31 日起生效。

The Ministry of Science and Technology (MST) of Vietnam has issued Circular 29/2025/TT-BKHCN, which replaces Circular 02/2024/TT-BTTTT. Under this new Circular, the following updates have been added:

Industrial Computer has been added to the mandatory product lists with the HS code 8471.41.90.

Some local standards will stop being applied for satellite and marine devices until December 15, 2026: QCVN 38:2011/BTTTT, QCVN 39:2011/BTTTT, QCVN 26:2011/BTTTT, QCVN 28:2011/BTTTT.

Shipments with a maximum of 3 products will have the exception condition abolished.

Circular 29/2025/TT-BKHCN will come into effect on December 31, 2025.

中國已正式發布GB/T 26572-2011《電子電氣產品中限用物質的限量要求》及其第1號修改單、GB 26572-2025《電器電子產品有害物質限制使用要求》等相關國家標準。

具體內容如下:

  1. 合規評定時程
    • 本公告發布之日至2025年12月31日,企業應依據GB/T 26572-2011或GB/T 26572-2011及其第1號修改單或GB 26572-2025進行合格評定活動。
    • 2026年26572-2011及其第1號修改單或GB 26572-2025進行合格評定活動。
    • 自2027年8月1日起,應依據GB 26572-2025進行合格評定活動。
  2. 已完成合規評定產品的轉換要求
    • 自 2026 年 1 月 1 日起,已依據GB/T 26572-2011完成合格評定活動且繼續出廠、進口的產品,應在2027年1月1日前依據GB/T 26572-2011及其第1號修改單或GB 26572-2025完成合格評轉換。
    • 自 2027 年 8 月 1 日起,已依據GB/T 26572-2011及其第1號修改單完成合格評定活動且繼續出廠、進口的產品,可採取到期換證、產品變更等自然過渡的方式依據GB 26572-2025完成合格評定轉換。
  3. 適用範圍
    • 依據GB/T 26572-2011及其第1號修改單或GB 26572-2025進行電器電子產品有害物質限制使用合格評定活動的檢測方法按照GB/T 39560系列標準中相應部分執行。

GB/T 26572-2011 "Limited Requirements for Substances Restricted in Electronic and Electrical Products" and its No.1 Amendment, GB 26572-2025 "Requirements for Restricted Use of Hazardous Substances in Electrical and Electronic Products" and other relevant national standards have been released.  More details are as follows:

-  From the date of this announcement to December 31, 2025, enterprises shall carry out conformity assessment activities according to GB/T 26572-2011 or GB/T 26572-2011 and its amendment No.1 or GB 26572-2025; From January 1, 2026 to July 31, 2027, conformity assessment activities should be carried out according to GB/T 26572-2011 and its amendment No.1 or GB 26572-2025; From August 1, 2027, conformity assessment activities should be carried out according to GB 26572-2025.

- From January 1, 2026, products that have completed conformity assessment activities according to GB/T 26572-2011 and continue to leave the factory and import shall complete conformity assessment conversion according to GB/T 26572-2011 and its amendment No.1 or GB 26572-2025 before January 1, 2027; From August 1, 2027, products that have completed conformity assessment activities according to GB/T 26572-2011 and its No.1 amendment and continue to leave the factory and import can be converted into conformity assessment according to GB 26572-2025 by natural transition methods such as expiration replacement and product change.

- According to GB/T 26572-2011 and its No.1 amendment or GB 26572-2025 to carry out electrical appliances.
